About this file
This is a Project Statement issued by the State of Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, on behalf of the Department of Corrections for professional design consulting services. The project involves bar screen improvements at Saginaw Correctional Facility located at 9625 Pierce Road, Freeland, Michigan. The facility, which houses up to 1,500 inmates across level I, II, and IV security designations, requires replacement of its existing bar screen system that has reached the end of its operational lifespan. The proposed work encompasses schematic design (Phase 300), final design (Phase 500), construction administration office services (Phase 600), and construction administration field services (Phase 700). A mandatory pre-proposal meeting is scheduled for August 7, 2025, at 9:00 a.m. at the Saginaw Correctional Facility Administration Building, followed by a site walk-through. LEIN clearance is required for all attendees, with requests due five business days prior. Proposals must be submitted electronically through SIGMA VSS by 2:00 p.m. Eastern on August 21, 2025. Questions are accepted until 2:00 p.m. Eastern on August 13, 2025. The desired project schedule includes design completion in Fall 2025, bid phase from January through April 2026, and construction from April through November 2026.
The consulting firm's proposal will be evaluated on an 80% technical and 20% cost scoring basis by an Ad Hoc Advisory Committee. The cost proposal should present all phases and reimbursable expenses as a maximum not-to-exceed amount, with Phase 500 including a $2,500 reimbursable allowance for plan review and permitting costs. The proposal must include a preliminary opinion of probable cost for project completion and demonstrate the firm's experience with similar projects. Proposers are encouraged to combine technical and cost proposals into a single attachment not exceeding 25 megabytes. The scope requires coordination with Tittabawassee Township Public Works, preparation of all required plan review applications and permits, a minimum of three in-person site visits plus virtual meetings occurring at least twice monthly, and consideration of hazardous location classifications, HVAC assessments, control system upgrades, and construction phasing options. Specialty subcontracted services such as surveying, scanning, and sewer inspection are to be included. Performance specifications are preferred, with proprietary specifications requiring written authorization.

Appendix A
SCOPE OF WORK:
The Department of Corrections is requesting design consulting services for the Saginaw Correctional Facility, Bar Screen Improvements. Existing bar screen installation drawings are included for reference.
TECHNICAL
The existing bar screen is believed to be at the end of its lifespan and in need of replacement. The intent would be to replace it with a new system that meets or exceeds industry standards with highly durable materials and current controls. The facility sewage is screened by the system before being sent on to the Tittabawassee Township Public Works treatment facility. Saginaw Correctional is a level I, II and IV facility that houses up to 1,500 inmates. The following are recent facility water usage data for reference:
2,705,000 gal, October 2024 2,330,000 gal, November 2024 2,886,000 gal, December 2024 2,435,000 gal, January 2025 2,324,000 gal, February 2025 2,733,000 gal, March 2025 2,332,000 gal, April 2025
The following contract phases are to be used for the proposal preparation. Include effort from other phases not listed below under one of the following as deemed necessary to complete the work. The study phase was omitted as a formal report is not deemed necessary, however, existing evaluation is still expected to successfully complete the project. The main deliverables will be drawings and specifications along with standard cost estimates, progress reports, etc.
PHASE 300, SCHEMATIC DESIGN
PHASE 500, FINAL DESIGN
PHASE 600, CONSTRUCTION ADMINISTRATION – OFFICE SERVICES
PHASE 700, CONSTRUCTION ADMIN/FIELD
The new installation is expected to generally fit within the existing footprint unless a different concept is recommended. The existing installation shall be evaluated to determine the extent of the improvements deemed necessary. The extent of the scope shall generally be from the upstream valve chamber #3 to the bypass 12-inch wye connection and is expected to include replacement of the existing muffin monster. Some controls investigation and upgrades will also include connection to the facility network at the administration building. Include all specialty subcontracted services necessary to plan the improvements (surveying, scanning, sewer cleaning/inspection, etc.).
The following are some of the specific challenges anticipated with the proposed improvements:
1. The existing structure may restrict how the existing bar screen is removed and the new is installed.
2. Assessment of hazardous location classifications and need for air quality monitoring/alerts.
3. HVAC system assessment and upgrades deemed necessary.
4. Ability to bypass the bar screen and limiting the period(s) of bypass operations as much as practical.
5. Controls improvements to allow the system to be monitored/controlled through the facility network. It is understood that the system has some wireless connectivity including adjacent domestic water pump alerts but upgrading to a wired connection should be considered.
6. General recommended repair or maintenance upgrades to the building, lighting or other elements.
Avoid sole source specification of equipment or materials. Performance specifications are preferred but where necessary specify at least 3 acceptable suppliers with an ‘or equal’ clause. Where authorized a ‘basis-of-design’ product may be utilized but should have competitive alternate equivalent options that bidders may submit for pre-approval. For special, unavoidable conditions proprietary specifications or allowances are to be authorized in writing.
The desired schedule was estimated based without a detailed knowledge of lead times. Include recommended schedule adjustments in the proposal.
GENERAL REQUIREMENTS:
Interested firms shall provide a complete Professional Services Contractor (PSC) proposal. Consulting work is expected to include all normal consideration of various options available for each discipline with recommendations of advantages, cost comparisons, and comparative life cycle analysis, etc. for review by the project team. Include considerations to complete bid documents and/or construction in phases as deemed logical for staging, schedule or budgetary purposes.
Preparation and submission of all required plan review applications and application fees including but not necessarily limited to LARA, and SESC (DTMB) shall be included. Include coordination effort with Tittabawassee Township Public Works.
o Include in Phase 500 a $2,500 reimbursable line item for the plan review and permitting cost allowance.
Meetings are generally expected to be not less than twice a month for review of progress and satisfying the 50% and 90% design stages. While the majority of the meetings are anticipated to be virtual (Microsoft Teams) a minimum of 3 in person onsite meetings are expected for project kick-off, investigation and progress review. Include additional site visits deemed necessary for normally anticipate inspections during phases 600 and 700.
Refer to Request for Proposals from Professional Service Contractors for Not-to-Exceed Fee, Billable-Rate (DTMB-0430) for proposal requirements which references the DTMB Contract for Professional Services: Billing Rate – Not to Exceed. Proposals will be evaluated by an Ad Hoc Advisory Committee based on a combined scoring ratio of 80% of the Technical portion and 20% of the Cost portion.
1. Section II, Part I Technical – Preferrable for proposal information to be provided in the order of items 1 through 6 demonstrating your team’s understanding of the Project, proposed work plan with schedule and related experience in the successful planning and execution of similar projects. Excessive general marketing documentation is NOT desired. For the Budget Analysis item II-5, include a preliminary opinion of probable cost for the completed project.
2. Section II, Part II Cost – The Part II Cost proposal is evaluated based on the PSC’s effort proposed for the project and the total fee. The combination of all phases and reimbursables shall be the PSC’s maximum not-to-exceed cost for all services. See RFP Section III-2-A, B, C for sample tables. The Phase Summary format shown in Section III-2-D should include consultant fees and reimbursable expenses listed in the appropriate phase with a total at the bottom. Proposed phases for the Project are listed on the Project Statement.
Submit proposals electronically in Adobe PDF format to SIGMA VSS. Include complete proposal (Parts I and II) with signed forms requested.
