1. INTRODUCTION AND INSTRUCTIONS TO RESPONDENTS

1.1 INTRODUCTION

The County of Orange (County) is requesting Statements of Qualifications (SOQ) from interested and qualified firms “Respondent(s)) to provide design and construction services for the Project referenced above (“Project”), to be delivered via Progressive Design-Build (PDB).

Respondents shall be firms that satisfy the definition of a Design-Build Entity (DBE) in Public Contract Code (PCC) §22185(c). The DBE shall be either a B-Licensed General Contractor or a lead design firm which will serve as the “Designer-in-Charge,” as defined in California Building Code. Either the General Contractor or the lead design firm (or a joint venture of the two) may serve as the prime contracting entity, which shall be clearly identified in the SOQ. If the Respondent can perform only one of the two functions described above, Respondent must identify in its SOQ the firm that will fulfill the other function. For example, if the Respondent is a B- Licensed General Contractor, Respondent must identify the firm it will subcontract with to perform the function of the lead design firm which will serve as the “Designer-in-Charge” in its SOQ. This firm will be referred to as a member of the Design-Build Team (DBT) and shall be afforded protections described in PCC §22185.6(a).

Respondents may, but are not required to, include engineers, other design firms, and/or special consultants, in their SOQ submission. These firms will also be referred to as members of the DBT and shall be afforded protections described in PCC §22185.6(a).

1.2 PROGRESSIVE DESIGN-BUILD DELIVERY METHOD OVERVIEW

The successful Respondent will execute an Agreement for the initial design and preconstruction phase services required to develop and validate the Basis of Design and through a target-value continuous-estimating approach begin development of design documents. The DBE may also procure construction subcontracts during this phase as listed in Public Contract Code Section

22185.6.

At approximately 100% Schematic Design (SDs), or when the scope has been developed to the extent that a Guaranteed Maximum Price (GMP) can be established, a draft GMP will be submitted to the County for board approval. Concurrently with County approval, the DBE will continue to develop the design documents within the scope and program defined in the draft GMP. Once (and

if) the GMP is approved, an amendment may be executed to authorize the balance of design and preconstruction services required to complete and permit the design documents, and to begin the procurement of all remaining trades.

Once the design drawings are permitted and all other predecessor preconstruction activities and deliverables are completed as required to commence construction activity, County will issue a

Construction Phase Notice to Proceed (NTP) to authorize commencement of on-site construction activities.

The GMP represents the maximum price for the DBE to complete the final code compliant

Project that meets all the program, criteria, and functionality requirements defined in the Basis of

Design and other documents included in the solicitation and/or produced during Phase 1. The

GMP is not representative of any set of design documents or construction documents at any

County Executive Office - PROGRESSIVE DESIGN-BUILD (PDB) GRAND AVENUE FLEET GARAGE PROJECT, 080-2891605-AR point in time. The documents are a tool for the DBE to demonstrate code compliance to the

Authorities having Jurisdiction (AHJ), trade partner buyout, coordination of trades, and to demonstrate adherence of the build-environment with the design to inspectors. The DBE shall ensure that the drawings are completed to the level of detail required to meet these functional purposes.

1.3 PROGRESSIVE DESIGN-BUILD ENTITY SELECTION PROCESS

The County will select the DBE for the Project using a Request for Qualifications (RFQ), to which Respondents shall submit an SOQ to the County. The County will appoint an evaluation committee to review, evaluate, and score the SOQs. The County may elect to interview one or more Respondents prior to final selection. Respondents shall submit a Preliminary Cost Estimate if selected for an interview. If interviews are conducted, they will be scored and added to the SOQ scores. The Preliminary Cost Estimate shall not be scored but will be considered in evaluating the Respondent’s SOQ.

The County intends to award a contract resulting from this solicitation to the responsible Respondent whose qualifications represents the best-value after evaluation in accordance with the requirements in the solicitation. The judgment of the County in this selection process is not subject to appeal. Respondents shall understand and agree that the County is not obligated to include any Respondent in any future procurement process, nor is the County obligated to contract with any Respondent.

There are no stipends for this selection and no compensation will be made to any Respondents even if a contract is not awarded. The County of Orange reserves the right to reject all responses to this RFQ. The County may terminate the DBE’s contract prior to completion and seek to complete the Project by other means or abandon the Project. All documents and intellectual property generated prior to termination are the property of the County of Orange and may be used to solicit bids from other Contractors.

Interested parties may obtain documents referenced herein by registering on OpenGov at the link:

1.5 PROJECT DESCRIPTION

The proposed Project is for the new Grand Avenue Fleet Garage located behind 1400 S. Grand Ave., Santa Ana, CA. The new Grand Avenue Fleet Garage project will create a centralized, modern hub for the County’s fleet operations on the designated lot behind the Data Center.

Designed with efficiency and functionality in mind, the facility will include state-of-the-art service bays, administrative and technician workspaces, parts storage, and improved traffic flow for fleet vehicles. The consolidation of services from the Civic Center and Fruit Street locations will streamline operations, reduce redundancy, and enhance service delivery across County departments. This project aligns with the County’s goals for sustainable infrastructure and operational excellence.

County Executive Office - PROGRESSIVE DESIGN-BUILD (PDB) GRAND AVENUE FLEET GARAGE PROJECT, 080-2891605-AR

A. Background

The County currently operates two main fleet service locations: the Civic Center Garage and the Fruit Street Fleet Facilities. While these sites have supported operations for many years, they now face limitations due to aging infrastructure, constrained capacity, and operational inefficiencies resulting from their separation. In alignment with the County’s strategic plan to phase out these outdated facilities, an open lot behind the Data Center at

1400 S. Grand Avenue in Santa Ana has been identified as the optimal site for a new, consolidated fleet facility that will better support both current demands and future growth.

B. Initial Project Objectives

The primary objective of the new Fleet Facility project is to consolidate the County’s fleet operations into a single, modern, and efficient location. This facility will support improved service delivery, reduce operational costs, and enhance workflow by centralizing maintenance and administrative functions. Additional objectives include replacing aging infrastructure, increasing service capacity, improving vehicle circulation and safety, supporting sustainability goals, and aligning with the County’s long-term strategic facilities plan.

C. Budget

The current conceptual budget estimate range for the GMP is $20,000,000 to

$25,000,000.

D. Schedule

Although the facility is needed as soon as possible, the expected completion date is no later than the end of 2027.

E. Requirements (partial list)

i. Comply with OC Public Works Standards and OCFCD design standards.

ii. Locate and identify all impacted utilities and resolve any conflicts.

iii. Comply with CEQA document(s) and regulatory agency permit requirements including but not limited to CA Coastal Commission, USACE, and USFW.

Completed CEQA document(s) may be sent to selected DBE after awarded.

iv. Coordinate with OC Public Works in the preparation of an amendment to the

CEQA document(s), and regulatory permits, if required.

v. Follow OC Public Works policies and procedures.

vi. Comply with all applicable local, state, and federal laws and requirements.
