Programmatic Support
Performance Work Statement (PWS)
1.0 OBJECTIVE
The objective of this requirement is to acquire Advisory & Assistance Services (A&AS) expertise for the Defense Threat Reduction Agency (DTRA) in support of the Research and Development (RD) Directorate which requires programmatic, financial and policy expertise across the chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) spectrum and in the countering weapons of mass destruction (CWMD), countering improvised threats (CIT) and countering improvised threat networks (CTN) mission domains that RD supports.
2.0 BACKGROUND
DTRA's mission is to enable the DoD, the U.S. Government, and International Partners to counter and deter weapons of mass destruction, improvised threats and improvised threat networks. DTRA RD is the DTRA focal point for research, development, test, and evaluation (RDT&E) relevant to the mission domain of CWMD, CIT, and CTN which flows across the CBRNE spectrum. This specialized mission space and highly scientific and technical spectrum requires programmatic expertise not only in the portfolio/program/project/acquisition expertise arena but the background and expertise to immediately apply these management skills to RD’s highly scientific and technical management issues and responsibilities. Following guidance and operational concepts of senior Department of Defense (DoD) officials, RD provides expertise across the full range of the CBRNE spectrum and the CWMD, CIT and CTN mission domain technologies to encompass understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.
RD’s activities include all possible RDT&E funding and management activities and tasks, from 6.1 to 6.5 funding. RD’s RDT&E activities, however, mainly focus on basic research through advanced component development and prototypes. RD’s activities beyond the advanced component development and prototype activities include system development and demonstration activities such as the Nuclear Arms Control Technologies (NACT) and other programs. In addition, RD directs and manages the Joint Science and Technology Office (JSTO) component of DoD’s Chemical and Biological Defense Program (CBDP), along with engaging in operational activities that are complementary to its R&D activities in order to support CCMD and customer requirements. Examples of these operational activities include Technical Reachback, various RD- CX activities, and NACT operations and maintenance of Comprehensive Nuclear Test Ban Treaty (CTBT) operation and maintenance (O&M) of CTBT internal monitoring stations, which use O&M funding. RD’s portfolio includes integration of technologies, Advanced Technology Demonstrations (ATDs), Joint Capabilities Technology Demonstrations (JCTDs), small business innovative research (SBIR), Combatant Command (CCMD) engagement, Service support, Service support of Joint Urgent Operational Needs (JUON) and Joint Emerging Operational Needs (JEON) tasks, and international collaborative efforts. Rapid development and demonstration of specialized CWMD, CIT, and CTN mission capabilities, to include their end-to-end support planning and activities, may also occur.
RD is DTRA’s lead in evaluating the potential for integration and/or synergy effects from all DTRA RDT&E activities among multiple Directorates. RD provides RDT&E, ranging from basic research through demonstration and validation, to providing unique testing and evaluation facilities; rapid and deliberate capability delivery; and inter-organizational cooperation to counter, combat, protect and mitigate against improvised threats, WMD, and threat networks. RD performs all technical, managerial and staff functions required to plan, program, budget, and execute a comprehensive and integrated research and development program, to implement fiscal actions to meet DoD, CCMD and Service requirements and to support planning and programming actions for the DTRA Director. Performing this mission requires coordinating and managing extensive and complex RDT&E activities performed by, DoD and National Laboratories, industry, academia, Services, other Government agencies, and foreign Governments.
DTRA, writ-large, is implementing changes with the incorporation of the former-Joint Improvised Threat Defeat Organization (JIDO) mission into the DTRA mission space. In addition, the Defense Wide Review is also impacting DTRA missions. These changes include expansion and contraction in mission spaces as well as organizational changes. Within the RD Directorate, these changes include continuing support to ongoing countering improvised explosive device (C-IED) activities during the Army’s stand-up of that portfolio as they assume the role of Executive Agent for C-IED missions. We are also incorporating CTN capability development efforts into the RD portfolio. Due to these changes, the RD Directorate is going through organizational changes in the CY2020. The former JIDO research and development portfolio, realigned to the RD Directorate (as the Counter-Improvised Threat Technologies Department (RD-TT)), will sunset and its capabilities be aligned with like technical areas within the Directorate. The current intent is to take the two technical capability development divisions and organizationally align to the CWMD Technologies Department (RD-CX) with an Initial Operational Capability of 1 September 2020 and a Fully Operational Capability of 1 October 2020. The remainder of the original RD-TT activities will be assigned to the Enabling Capabilities (RD-EC) and Operations (RD- OP) Departments.
DTRA enables Special Operations Command (USSOCOM), as the Unified Command CWMD Coordinator, the DoD, the U.S. Government, and International Partners to counter and deter weapons of mass destruction, improvised threats, and improvised threat networks.
3.0 APPLICABLE DOCUMENTS

4.0 SCOPE
The RD organization has a far-ranging scope in the types of roles, missions, functions, operations, and tasks it supports. This acquisition requires dedicated and unbiased A&AS support to act as a “trusted agent” for the agency both internally and externally in the course of daily execution of specified and implied missions. This requires close coordination within RD to effectively execute its programs, as well as across the agency’s Directorates. RD efforts are generally organized within five departments:
• Chemical and Biological Technologies Department (RD-CB),
• Counter Weapons of Mass Destruction (WMD) Technologies Department (RD-CX),
• Enabling Capabilities Department (RD-EC),
• Nuclear Technologies Department (RD-NT),
• Operations Department (RD-OP).
The Program Support A&AS contractor, hereafter referred to as the contractor, will work closely with the Scientific and Technical (S&T) Subject Matter Expertise (SME) A&AS contractor as an associate contractor. Any question or issue regarding interaction with the S&T SME A&AS contractor should be brought to the attention of the contracting officer.
There is a planned minimum 120-day transition phase from contract award to program activity start date on 7 April 2021.
4.1 DISCIPLINES
The contractor shall provide personnel possessing the following disciplines, with appropriate security clearances to allow application of those disciplines:
Program Management (PM)
Program Analysis, Technical Program/Project Management, Systems Analysis, Acquisition Analysis/Support, Project Control Analysis, Project Planning, Tasker Coordination/Management, Strategic Planning, Strategic Communications, Technical Writing, Requirements Management
Technical Program/Project Management requires both program management/acquisition analysis/support expertise and knowledge, along with specific DTRA RD Directorate mission space expertise either through education or expertise. RD Directorate mission expertise includes either knowledge in the required CBRNE spectrum or technical / operational expertise in the required CWMD, CIT or CTN mission space.
Financial Management (FM) Support:
Financial Analysis, Budget Analysis, DoD Planning, Programming, Budget and Execution (PPBE) Preparation, and Cost Analysis
Policy Support:
CWMD, CIT and CTN Policy; US Government, DoD and DTRA Standards, Doctrine, policies and procedures; Multi-Agency Security Responses and Coordination.
4.2 PLACE OF PERFORMANCE
The government will contractually provide office space for 50 positions where performance is located at Ft. Belvoir or the National Capitol Region. The table below provides the number of contractual office space allocations by location and provides the historical number of personnel per department.

Remote support from another location, temporary duty travel, or other means may be required occasionally for (but not limited to) Dugway Proving Ground, UT; White Sands Missile Range, NM; the Nevada National Security Site, NV; Yuma Proving Grounds, AZ and Naval Air Warfare Center – Weapons Division China Lake, CA.
Contractor staffs using Government provided office spaces shall support security activities in DTRA workspaces, if directed by the COR, as per DTRA security standard operating procedures.
5.0 TASKS
5.1. DTRA RDT&E
The contractor shall perform the following DTRA RDT&E tasks for all RD Departments, excluding the Chemical & Biological Department (RD-CB).
5.1.1 The contractor shall provide personnel with the necessary programmatic, financial, and policy expertise. In addition, these personnel shall have the technical/operational expertise/background in their assigned mission domain, whether CBRNE, WMD, CIT and CTN, as required to fulfill their support roles. The contractor shall perform as an associate contractor to the SME S&T A&AS contractor, who shall be in an associate contractor role to the Program Support A&AS contractor via an Associate Contractor Agreement (ACA). The contractor shall work closely with the S&T SME A&AS contractor to ensure all scientific and technical analyses, studies, reviews, requirements, etc., are correctly captured and integrated into their support activities, as required. The contractor shall perform the RD programmatic, financial and policy activities described below for all the organizations, departments and divisions within the RD Directorate:
5.1.2 Transition Support:
The contractor shall ensure a smooth transition of support services with no degradation in capabilities during transition. Transition shall begin immediately at time of award. PWS requirements shall be available and ready at 7 April 2021 in accordance with timelines established in the Management Plan and the requirements within this PWS. The Management Plan, covering transition, and its execution shall ensure that all required PWS timelines and requirements are met.
• Execute the approved (Incoming) Management plan to ensure all PWS requirements are available and ready on 7 April 2021. Any changes to this baseline during the transition phase must be approved by the RD COR.
• Develop a Transition-Out Plan for transitioning and delivering all material and information from this contract to the Government. The plan shall identify all Government Furnished and contractor Furnished Material (GFM/CFM) as well as information and tools developed during the contract that was used in the execution of this contract. A draft plan shall be submitted for Government approval 120 calendar days after notification that the government is not exercising an option and letting the contract expire or 120 days before the end of the contract after all options have been exercised. Upon incorporation of comments and Government acceptance, the contractor shall follow the plan to transfer all material, information, and rights thereto to the Government.
• The contractor shall facilitate and conduct transition-out activities. The contractor shall prepare a final Technical Report documenting the status of all ongoing efforts and projects, including a Smart Book/Turnover Binder containing copies of all plans, policies, procedures, points of contact, and other information required by the Government. A draft of the Technical Report is due NLT 120 calendar days prior to the end of the initial period of performance (Base Period) and an update NLT
120 days prior to the end of each Option Year. The contractor shall provide full cooperation to providing necessary operational knowledge transfer to the in-coming contractor. All documentation must be provided to Government personnel. Transition out shall include the following types of services:
o Points of contact, o Location of technical and project management documentation, o Status of ongoing technical initiatives, o Contractor to contractor coordination with Government oversight to ensure a seamless transition, o Transition of key personnel functions and information, o Identify schedules and milestones, o Identify actions required of the Government, o Establish and maintain effective communication with the incoming and contractor/Government personnel for the period of the transition via weekly status meetings.
5.1.3 Portfolio/Programmatic Management Support: The contractor shall provide portfolio / programmatic management support, to include policy personnel expertise as defined in PWS 4.1, to fulfill these tasks, to the RD Directorate. The portfolio/programmatic management personnel shall also include the technical/operational expertise/background for the specific mission domain (CBRNE, CWMD, CIT, CTN) required to complete the tasks in a timely and quality fashion. As required to execute these tasks, the contractor shall provide software tools and capabilities to support these tasks, to include any source code, installation packages, licenses or other technical documentation required to use or maintain these support tools. The tasks include:
5.1.3.1 Portfolio/Programmatic Management: The contractor shall provide portfolio management support for the planning, integration and implementation of an integrated research and development portfolio/program which meet DoD fiscal requirements, to include:
• Protect classified information, including Originator Controlled (ORCON), Alternative or Compensatory Control Measure (ACCM), and special access programs (SAP); develop and review security classification guides for new RD programs.
• Provide programmatic and technical domain support (CBRNE, CWMD, CIT, CTN) to the RD Directorate, Departments and Divisions, to ensure all programmatic and portfolio management planning, management and execution activities are supported at the Directorate, Front Office, Department, Division and program levels.
• Work closely with the S&T SME A&AS contractor to ensure all required technical integration plans and execution data are fully integrated into all required programmatic document to include logical, defendable and executable plans.
• Review and assess the National Defense Strategy, OSD policy and guidance, Joint Capabilities Integration and Development System products, and other guidance documents to identify potential integration and synergy opportunities with potential positive impact on DTRA’s mission and resources.
Support and manage activities supporting RD technical integration within RD, DTRA, the Intelligence Community (IC), DoD, and other parts of the Federal Government, and the larger CBRNE, CTN, CIT and CWMD communities that would benefit from integration with RD’s programs and provide synergies; and recommend appropriate coordinating and integrating actions (all departments).
5.1.3.2 Requirements Management: The contractor shall provide RD with requirements management and technical domain (CBRNE, CWMD, CIT, CNT) support across the RD Directorate portfolio and programs during the research, development and operational phases, tracking capability requirements analyses and assessments status, decisions, issues and execution, to include:
• Support the maintenance and management of the process and database for determining, tracking and maintaining the status the most critical CBRNE, CWMD, CIT and CTN technology capabilities, initiatives, and gaps for requirements documentation. Additionally, the contractor shall work closely with the S&T SME A&AS contractor to document and maintain the scientific and technical analyses of the critical technology capabilities, initiatives and gaps in the requirements documentation
• Provide commanders with an understanding of which CBRNE, CWMD, CIT and CTN technology enablers are necessary to meet threat and geographic challenges supporting specific missions in collaboration with the SME contractor, as required.
• As requested by RD and Joint Staff leadership, in conjunction with S&T SME A&AS contractor support the management and execution of the process and database for determining, tracking and maintaining the status of the analysis of consequences from Joint Force programmatic decisions in light of enduring CWMD, CIT and CTN threat and disruptive technology capability areas.
• Support the development of issue papers initiated by RD and provide response support to issue papers issued by external organizations, as required.
• Assist in technical analysis and review of database to track technology or disruptive capabilities, initiatives, requirements, requirements analyses, and gaps identified and/or analyzed by the S&T SME A&AS contractor, to include assignment to specific portfolios, programs and projects.
• Perform stakeholder engagement and develop a shaping strategy to most effectively influence stakeholders from the Joint Staff, JROC, Services, and OSD Cost Assessment and Program Evaluation (CAPE) and other DoD representatives as they pertain to CWMD, CIT and CTN threat capabilities, to include the annual Joint Force CWMD, CIT and CTN threat portfolio submissions with recommendations (via issue paper) and the Assistant Secretary of Defense for Research and Engineering (ASD(R&E)) S&T Plan to enable RD to influence the annual DoD CWMD, CIT and CTN threat portfolio assessment process.
• Enhance operational utility of the RD portfolios through proactive engagement in operational events.
• Facilitate rapid creation, assessment, and transition of new Concept of Operations (CONOPS), Tactics, Techniques and Procedures (TTP, and military utility assessments of novel technology.
Continue engagements with the DTRA Liaison Officers (LNOs) to the CCMDs, Fort Leonard Wood (FLW), U.S. Army Medical Department (AMEDD), and the Maneuver Support Center of Excellence (MSCoE).
Assist with planning, coordinating, executing, and reporting Joint Intelligence Preparation of the Operational Environment (JIPOE) activities.
5.1.3.3 Acquisition Support: The contractor shall assist RD in the management and execution of the RD acquisition processes and activities, ensuring that the acquisition processes are efficient and effective as implemented and that the activities and status can be tracked and maintained. Activities under this include:
5.1.3.3.1 Acquisition Strategy Expertise Support. The contractor shall provide expertise to support contracts and acquisitions; assist in market research, Statement of Objectives (SOO)/Statement of Work (SOW)/(PWS development, review and maturation; proposal evaluation support, as required; proposed program cost analysis and development; analyze relevant guidance and customer requirements, and develop potential courses of action for the programmatic and technical requirements across the RD Directorate’s portfolio, program and projects.
5.1.3.4 Project Management Support: The contractor shall provide project management and technical domain support (CBRNE, CWMD, CIT, CTN) in support of initiating, planning, executing, controlling and closing out the project activities to achieve the project goals within the specified time, performance and cost criteria. Activities include:
• Project requirements/budget planning based on portfolio/program requirements analysis activities
• Project acquisition strategy documentation development/acquisition strategy approval activities
• Project execution, to include required project management, documentation, status and tracking, development, integration, test and transition
• Project monitoring and control, to ensure issues and problems are identified and resolved quickly.
• Project Close-out activities
5.1.3.5 Project Planning: The contractor shall assist DTRA’s technical representative and advisor to the Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense programs ASD (NCB) to analyze, assess, review, and recommend changes to national and DoD policies and programs to implement the DoD C-WMD strategy, to include supporting senior review committees.
5.1.3.6 Test Support: The contractor shall provide test support and test management support across the RD test programs, activities and events to ensure an integrated, executable test support and management capability for all required tests. Tasks include:
• Support test management activities are tracked, status, maintained, coordinated and receive approval on required test documentation to meet test timelines in accordance with RD test policies and procedures, to include test milestone briefings and action items, and all test documents per test. Track test documentation revision changes until the final approved and signed document is accomplished.
• Support test program management activities, including assisting in development of integrated test requirement plans and test requirements to maintain weapons effect testing capabilities, and supporting test infrastructure improvements for facilities, specialized test equipment, and instrumentation at locations including, but not limited to: Kirtland AFB, the Nevada National Security Site, White Sands Missile Range, and Dugway Proving Ground.
• Technical documentation writing/formatting services will also be required for some of the reports, such as Test Requirements Document (TRD), Test Design Document (TDD) and the Test Evaluation Plan (TEP), as stated in the RD Test Support and Procedures Operational Instruction (OI).
• Assist the test planning, coordinating, executing, and reporting to RD’s support to the Intelligence Community (IC) activities. Programmatic support to programs include targeting and IC technology and test, the Hard Target Research and Analysis Center (HTRAC), Counter WMD Analysis Cell (CWAC), and classified special projects.
5.1.3.7 Strategic Planning and Communications: The contractor shall support critical strategic planning and communications functions for a coordinated, integrated strategic planning and communication effort focused on external engagements, outreach and communication of RD Directorate vision, goals, objectives, and activities. These strategic planning and communication activities will be coordinated with the DTRA Public Affairs/Strategic Office, as required. The contractor shall perform the following activities in support of this effort:
• Provide support for strategic planning, and strategic communication in support of RD. Within this task, the contractor shall:
o Analyze relevant guidance and customer requirements; develop potential courses of action; assist in developing vision, goals, and objectives for RD and its individual components; coordinate and integrate strategies, goals, and priorities with OSD, DTRA, RD, and other strategic partners.
o Assist in development and review of strategic communication messages, linking high-level vision to executable operational priorities. Strategy development must align with the RD Management Structure.
o Assist in developing memoranda of understanding/agreement with DoD and Federal Laboratories, other Government agencies and international partners and organizations.
o Assist in formulating, coordinating, revising, editing, and producing briefings, reports, and other communications for presentation to officials in DoD, executive branch agencies, professional symposia, academia, industry, and international partners and organizations, as requested.
• Support strategic planning and technical oversight for RD, including off sites, strategic and technical program reviews and strategic initiatives. Additional activities include:
o Provide support to review, analyze, and assess RD and Agency programs; to identify and recommend integration, synthesis, and synergy opportunities within RD and across all portfolios;
and to plan, integrate, and execute a comprehensive and integrated S&T program.
o Identify strategic objectives for RD consistent with Agency vision, goals, and objectives. The contractor shall continually evaluate the national security strategic environment and recommend changes in vision, goals, and objectives. Analyze relevant Administration / DoD guidance and customer requirements.
• With support from the RD Directorate Requirements Office, identify strategic objectives for RD consistent with Agency vision, goals, and objectives. The contractor shall continually evaluate the national security strategic environment and recommend changes in vision, goals, and objectives.
• Provide expertise to advise and assist in policy and process development, implementation and improvement.
• Assist in the development of RD plans for DTRA operational support (RD annexes to DTRA and Combatant Command plans).
• Coordinate S&T engagements with the CCMDs (requirement development, strategic planning, and project) and DTRA Operations & Integration Directorate (OI)Area Desks/Regional Working Groups/Liaison Officers with support from the S&T SME A&AS contractor, as required.
5.1.4 RD S&T Management Support: The contractor shall support RD leadership in the technical management and execution of the RD S&T Program. This task includes supporting the management and execution of DTRA S&T activities with S&T activities in OSD, academia, other Government agencies, laboratories, universities, corporations, international symposia and the Interagency for the CWMD Communities of Interest (COI), along with documentation, tracking and status of development and integration of ASD(R&E) COI activities. Activities included in this effort include:
• Assist in outreach, as required, across the Agency, other Government agencies, industry, academia, and international S&T partners to identify programs to use for RD objectives.
• Assist with identification, development, management and execution of individual SBIRS, STTRs and RD BAA projects managed by RD.
5.1.5 Policy Support: The contractor shall provide RD senior leadership advice and assistance in modifying/developing Federal Government, Department of State, DoD (OSD, Services, CCMDs), Department of Energy and other organizations/departments functional and organizational policies and processes that impact DTRA missions to include CBRNE, CWMD, CIT, CTN, acquisition, import/export control, etc., to improve effectiveness and efficiency.
5.1.6 Treaty Support: The contractor shall provide treaty support to include:
• Maintaining interfaces with the State Department to facilitate foreign military sales that benefit from RD collaboration. The contractor shall develop and recommend specific coordinating actions.
• Supporting planning, coordinating, executing, and reporting arms control verification program and project activities.
• Assisting in gathering, integrating, and analyzing requirements in support of signed or ratified treaties. Support coordination activity within DTRA and with the State Department.
5.1.7 Programmatic Support Document Reporting
5.1.7.1 The contractor shall report on and deliver quality, structured, timely programmatic support documentation, to include:
• Program Status & Management Report (PSMR): The contractor shall develop and deliver a MSR.
The MSR shall provide the following information, at a minimum:
o Work accomplished during the reporting period, including specific discussions of each of the goals and objectives projected for the reporting period in the previous MSR.
o Travel costs previously projected for the month, actual travel costs for the month, planned travel costs for the following month, and referenced Trip Reports for travel completed during the reporting period.
o Total number of standard hours worked, the number of hours worked by task, the number of hours worked beyond a forty hour work week, overtime costs for the month, and a copy of the overtime authorization by the COR.
o Cost Performance Reports.
o Cost Funds Status Report.
o Program issues, risks, and mitigation plans.
o Work (goals and objectives) projected for the next reporting period.
o A personnel roster of individuals required for performance of the contract, whether each is a Full
Time Equivalent (FTE) or a fraction of an FTE, and whether each requires physical access to the RD facilities.
o List of deliverables provided (identify by title, deliverable number, date of approval, and network location). If classified deliverable, the contractor shall develop a numbering/identification scheme
• Programmatic Support Program Management Plan (PMP): The contractor shall prepare and update a Programmatic Support PMP. This plan shall be submitted to the COR for review and approval. The PMP shall be updated as needed and include the following information:
o Change log o The technical and management approach for the directorate, departments and organizations o Standards followed o Overall work breakdown structure (WBS) and associated responsibilities and partnerships between Government organizations based on proposed approach o The contractor’s Quality Control Plan (QCP) o An OCI Mitigation Plan, to be updated as needed.
5.1.8 SURGE WORK IN SUPPORT OF RD DEPARTMENTS RESEARCH, DEVELOPMENT,
TEST, AND EVALUATION (RDT&E)
The contractor shall rapidly respond (within 30 days’ notice) to anticipate emerging developmental technologies or operational mission requirements by providing requested programmatic, policy and financial management support across the spectrum of RD’s CBRNE WMD, CIT and CTN-related responsibilities. The nature of this work falls within the tasks under PWS 5.1.
5.2 DTRA RD Directorate O&M tasks
The contractor shall perform the following O&M tasks supporting the RD Departments, excluding the Chemical & Biological Department (RD-CB):
5.2.1 The contractor shall provide personnel with the necessary programmatic and financial expertise. The contractor shall perform as an associate contractor to the SME S&T A&AS contractor, who shall be in an associate contractor role to the Program Support A&AS contractor via an Associate Contractor Agreement (ACA). The contractor shall work closely with the S&T SME A&AS contractor to ensure all scientific and technical analyses, studies, reviews, requirements, etc., are correctly captured and tracked in the performance of their support activities. The contractor shall perform the RD programmatic and financial activities described below for all the organizations, departments and divisions within the RD Directorate:
5.2.2 Transition Support:
The contractor shall ensure a smooth transition of support services with no degradation in capabilities during transition. Transition shall begin immediately at time of award. PWS requirements shall be available and ready at 7 April 2021 in accordance with timelines established in the Management Plan and the requirements within this PWS. The Management Plan, covering transition, and its execution shall ensure that all required PWS timelines and requirements are met.
• Execute the approved (Incoming) Management plan to ensure all PWS requirements are available and ready on 7 April 2021. Any changes to this baseline during the transition phase must be approved by the RD COR.
• Develop a Transition-Out Plan for transitioning and delivering all material and information from this contract to the Government. The plan shall identify all Government Furnished and contractor Furnished Material (GFM/CFM) as well as information and tools developed during the contract that was used in the execution of this contract. A draft plan shall be submitted for Government approval 120 calendar days after notification that the government is not exercising an option and letting the contract expire or 120 days before the end of the contract after all options have been exercised. Upon incorporation of comments and Government acceptance, the contractor shall follow the plan to transfer all material, information, and rights thereto to the Government.
• The contractor shall facilitate and conduct transition-out activities. The contractor shall prepare a final Technical Report documenting the status of all ongoing efforts and projects, including a Smart Book/Turnover Binder containing copies of all plans, policies, procedures, points of contact, and other information required by the Government. A draft of the Technical Report is due NLT 120 calendar days prior to the end of the initial period of performance (Base Period) and an update NLT 120 days prior to the end of each Option Year. The contractor shall provide full cooperation to providing necessary operational knowledge transfer to the in-coming contractor. All documentation must be provided to Government personnel. Transition out shall include the following types of services:
o Project management processes, o Points of contact, o Location of technical and project management documentation, o Status of ongoing technical initiatives, o Contractor to contractor coordination with Government oversight to ensure a seamless transition, o Transition of key personnel functions and information, o Identify schedules and milestones, o Identify actions required of the Government, o Establish and maintain effective communication with the incoming and contractor/Government personnel for the period of the transition via weekly status meetings.
5.2.3 Portfolio/Programmatic Management Support: The contractor shall provide portfolio / programmatic management support, to include financial personnel expertise as defined in PWS 4.1, to fulfill these tasks, to the RD Directorate. As required, the portfolio/programmatic management personnel shall also include the technical/operational expertise/background for the specific mission domain (CBRNE, CWMD, CIT, CTN) required to complete the tasks in a timely and quality fashion. As required to execute these tasks, the contractor shall provide software tools and capabilities to support these tasks, to include any source code, installation packages, licenses or other technical documentation required to use or maintain these support tools. The tasks include:
5.2.3.1 Portfolio/Programmatic Management: The contractor shall provide portfolio management support for the planning, integration and implementation of an integrated research and development portfolio/program which meet DoD fiscal requirements, to include:
• Protect classified information, including Originator Controlled (ORCON), Alternative or Compensatory Control Measure (ACCM), and special access programs (SAP); develop and review security classification guides for new RD programs.
• Work closely with the S&T SME A&AS contractor to ensure all required technical integration plans and execution data are fully integrated into all required programmatic document to include logical, defendable and executable plans.
• Maintain status and tracking of Portfolio/program governance, to include the structure, process and procedures to control operations and changes to performance objectives, along with metrics to indicate the health and progress of the program.
• Align, verify and validate portfolio/program, ensuring adherence to standards and alignment with the RD Directorate and DTRA strategic vision, goals and objectives.
• Ensure that each component part of the portfolio/program is properly integrated to meet DoD and DTRA level requirements. Activities include the review, analysis, and assessment of RD portfolios/programs to identify and recommend integration and synergy opportunities within both the RD Directorate and across the DTRA-wide portfolios.
• Support management and allocation of resources required for portfolio/program resources, to include infrastructure, hardware, software, personnel, budgets, etc.
• Ensure accountability and technical/program reviews of portfolio/programs are planned, coordinated, executed and documented to demonstrate status and tracking of portfolio/program government;
alignment to strategic visions, goals and objectives; adherence to standards; component integration meets higher level requirements; and management and allocation of resources.
• Review and assess the National Defense Strategy, OSD policy and guidance, Joint Capabilities Integration and Development System products, and other guidance documents to identify potential integration and synergy opportunities with potential positive impact on DTRA’s mission and resources.
Support RD Directorate export activities and actions for DoD-owned software tools, supporting technical documents, and training material. Assist DTRA’s technical representative with coordination with foreign Governments and DTRA liaison offices for export activities, as required. Tools are related to, but not limited to, nuclear survivability, nuclear materials detection, nuclear effects mitigation, nuclear forensics technical information, non-nuclear weapons effects, and Vulnerability Assessment Protection Option (VAPO) or customer-developed tools to foreign defense organizations pursuant to project agreements, new foreign military sales (FMS), and existing FMS with multiple-year support clauses. Anticipated countries for export include NATO countries, Singapore, Israel and others.
Provide knowledge management administrative support to the department to ensure easy accessibility and availability of information and data.
Support and track activities supporting RD technical integration within RD, DTRA, the Intelligence
Community (IC), DoD, and other parts of the Federal Government, and the larger CBRNE, CTN, CIT and CWMD communities that would benefit from integration with RD’s programs and provide synergies; and recommend appropriate coordinating and integrating actions (all departments).
• Provide portfolio, programmatic and logistical support for planning, implementing, and evaluating CBRNE, CTN, CIT and CWMD program activities, to include Special Access Programs (SAPs), Alternative or Compensatory Control Measure (ACCM) programs, Special Technical Operations (STO) and sensitive Information Operations (IO) initiatives in support of CCMDs, Joint Task Forces, DoD elements, and other non-DoD Government agencies which may include, but are not limited to, tasks and inquiries, preparation of budget and fiscal execution information and program reports, and conduct and reporting of meetings, conferences, and working group activities. These activities shall include o Identifying shortfalls and potential corrective actions to achieve portfolio/program objectives.
Upon Government approval, the contractor shall implement or assist with implementation of approved corrective actions.
o Developing or assisting RD in developing processes and setting standards for the review and assessment of program performance o Strategic briefings that depict objective, goals, accomplishments, and/or budget plans for various programs and projects.
o Materials for presentation to senior officials in DoD, other executive branch agencies, Congress and congressional staff, other Government (domestic or foreign) officials as needed, professional symposia, and other audiences.
o Management documents, including monthly status reports, statements of work, yearly financial obligation plans, yearly financial execution status, and other requests as they occur.
o Formatting materials to comply with existing templates, if available. Where existing templates are not available, the contractor shall propose material in an appropriate template and submit to the Government for approval. Upon approval, the contractor shall format materials in the approved template.
o Quality control to ensure all materials submitted meet quality requirements.
o Archiving of materials. The contractor shall create and maintain an electronic archive of all created materials and templates. The archive will be structured to enable electronic retrieval of filed materials minimizing search parameters and key strokes.
o The contractor shall communicate critical administration, DoD, DTRA, and RD issues; make current senior leadership presentations available; distribute materials and selected DoD materials for situational awareness as appropriate, ensuring any materials are appropriately marked and approved for release.
5.2.3.2 Portfolio/Program Analysis: The contractor shall provide portfolio/program analysis support to optimize the portfolio/program, focusing on improving the portfolio/program’s performance while reducing resource usage along with ensuring the program meets developmental and operational requirements, objectives and goals.
5.2.3.3 Systems Analysis: The contractor shall provide systems analysis support to continuously identify and improve existing processes, procedures, and activities to identify improvements for efficiency, effectiveness and synergy/synthesis opportunities. Included tasks are:
• Identify and make recommendations for improvements/innovations to portfolio/program critical functions, processes, procedures and activities to ensure that system processes, procedures and activities accomplish required objectives to meet DTRA and DoD mission objectives rapidly. This activity includes supporting Government Furnished Equipment Tracking, Financial Management, Internal/External Engagement tracking, Senior Leadership Engagement tracking, Acquisition Strategy planning and execution, Training, Security and other processes, procedures and activities that the RD
Directorate interfaces with. Included in these activities, the contractor shall:
o Support planning for biannual RD climate surveys, as required. Support Analyze survey result analysis, as directed by the COR, and assist RD managers at all levels in developing and implementing action plans to address identified problems.
• Assess prioritization of initiatives and activities to improve effectiveness, and development of Agency, directorate, and portfolio mission-essential tasks (METs).
• Document and assess overall portfolio/program quality, to include analysis, support, and development of decision-making processes and policies; provide recommendations for improvement or innovative new processes, including financial expertise to ensure clear visibility through synthesizing and incorporating project-level obligations and making the information transparent and comprehensible;
review overall program technical, cost, and schedule data to assess performance against program objectives; identify shortfalls and potential corrective actions and provide recognized senior subject matter experts and consultants to conduct studies, reviews, or assessments.
• Support continuous evaluation of RD initiatives by providing early and continuing coordinated assessments of system performance and potential, to include producing programmatic analyses of RD initiative assessments; develop, write and support the execution of RD Initiative Evaluations plans and documents.
5.2.2.4 Requirements Management: The contractor shall provide RD with requirements management support across the RD Directorate portfolio and programs during the research, development and operational phases, tracking capability requirements analyses and assessments status, decisions, issues and execution, to include:
• Support the maintenance and management of the most critical CBRNE, CWMD, CIT and CTN technology capabilities, initiatives, and gaps for requirements documentation. Additionally, the contractor shall work closely with the S&T SME A&AS contractor to document and maintain the scientific and technical analyses of the critical technology capabilities, initiatives and gaps in the requirements documentation.
• Support monitoring ongoing requirements documentation efforts across the DoD (via the Knowledge Management Decision Support (KM/DS)) ensuring RD’s interests are incorporated into relevant requirements documents.
• Provide RD leadership with process or program support tools, to include any source, installation packages, licenses or other technical documentation required to support tools, to make informed, strategic decisions regarding the development and influence of ongoing requirements documentation across the DoD.
• Provide commanders with an understanding of which CBRNE, CWMD, CIT and CTN technology enablers are necessary to meet threat and geographic challenges supporting specific missions in collaboration with the SME contractor, as required.
• Maintain a database to track technology or disruptive capabilities, initiatives, requirements, requirements analyses, and gaps identified and/or analyzed by the S&T SME A&AS contractor.
• Prepare staff and publish all Requirements management meeting documents and minutes.
5.2.2.5 Acquisition Support: The contractor shall assist RD in the management and execution of the RD acquisition processes and activities, ensuring that the acquisition processes are efficient and effective as implemented and that the activities and status can be tracked and managed. Activities under this include:
5.2.2.5.1 Rapid Acquisition Process Improvement Support: The contractor shall assist RD in the management of a rapid and agile threat-based acquisition program with the ability to anticipate and understand gaps then identify and deliver rapid solutions. As required, the rapid acquisition process shall be capable of initiating, accelerating, drafting, and delivering urgent (between zero and two years) designated threat solutions, such as counter improved needs, as requested by the CCMDs. The intent is to immediately act on CCMD urgent needs to counter disruptive technologies within a two year timeframe by accelerating experimental development --‘concept-to-prototype.’ This enables a warm start on addressing critical emerging requirements, between two and five years, and influences counter-threat capabilities development efforts in the greater than five year range through coordination with other Government Agency and Service Science and Technology organizations, Defense Advanced Research Projects Agency (DARPA), National Labs, Academia, Partner Nations, and Industry. These activities shall include, but not limited to the following:
• Propose enhancements and maintain the concepts, process and procedures associated with RD's rapid acquisition process, focused on rapidly acquiring CWMD, CIT and CTN solutions.
• Prepare updates to the rapid acquisition process in response to changes in organizational structure and mission, operational and emerging needs, constraints due to regulations and funding availability, and other changes linked to RD and external processes.
• Participate and coordinate in process adoption activities including, but not limited to, the preparation of road shows, brown bag presentations, desk-side training, and communications and other change management materials.
• Draft practices and curriculum for users, from introductory through advanced, of the rapid acquisition process for both new and existing training material.
• Track the status and impact of these improvements across the RD Directorate.
5.2.2.5.2 Acquisition Strategy Execution: The contractor shall support the acquisition strategy process management and execution activities, to include assistance with the execution and tracking of the Initial Strategy Sessions (ISS) and Acquisition Strategy Reviews (ASR) timelines and activities for the RD Directorate, to include reviewing submitted documents for completeness and accuracy and working with Project Officers to improve submitted documents in accordance with DTRA and DoD acquisition strategy processes and guidelines. The tracking mechanism will be available for all users and will track the scheduling and status of ISS/ASRs and ISS/ASR packages. Assist in drafting ISS/ASR meeting minutes with actions required, and assist in coordinating with DTRA Contracts Office to ensure timely receipt of approved packages. Assist with obtaining signatures on ISS/ASR packages from project officers, program managers and contracting officials.
5.2.2.6 Strategic Planning and Communications: The contractor shall perform critical strategic planning and communications functions in support of a coordinated, integrated strategic planning and communication effort focused on external engagements, outreach and communication of RD Directorate vision, goals, objectives, and activities. These strategic planning and communication activities will be coordinated with the DTRA Public Affairs/Strategic Office, as required. The contractor shall perform the following activities in support of this effort:
• Provide support for strategic planning, and strategic communication in support of RD. Within this task, the contractor shall:
o Assist in formulating, coordinating, revising, editing, and producing briefings, reports, and other communications for presentation to officials in DoD, executive branch agencies, professional symposia, academia, industry, and international partners and organizations.
o Provide technical, administrative, and logistical support for planning, implementing, and evaluating program activities, including responses to taskers and inquiries; preparation for meetings, including hosting, provision of read-ahead…
