About this file
This specification document outlines the commercial plant mix production contract requirements for the Montana Department of Transportation (MDT) in the Bozeman area. The solicitation seeks an as-needed supply of approximately 2,000 tons of commercial plant mix material to be produced at the contractor's plant within 15 miles of Bozeman, Montana, and picked up by MDT-supplied trucks between 7:00 AM and 4:00 PM, Monday through Friday. The contract encompasses two product lines: 200 tons of 3/4" commercial plant mix and 1,800 tons of 3/8" commercial plant mix, with all quantities identified as estimated and subject to increase or decrease at the Department's discretion. The contract period runs from April 2026 through March 31, 2027. Sealed bids were required to be submitted through eMACS by April 13, 2026, at 2:00 PM MDT, with bid opening occurring on the same date. The procurement officer is Krystelle Baranyai (kbaranyai@mt.gov). No site visits or bidders' conferences are referenced in the available materials.
Payment is based on Net 30 terms with no prepayment discount, calculated at the contract unit price per ton for accepted commercial plant mix material. The specification document does not disclose award values or budget ranges, with pricing to be determined through the competitive sealed bid process. Vendors must possess valid mix designs, provide all necessary air quality permits meeting Department of Environmental Quality emission standards, and demonstrate capability to supply all bid items in the quantity sheet. The document does not identify any set-aside designations, incumbent vendors, or restrictions limiting bidder eligibility. MDT reserves the right to purchase from alternate sources if the vendor cannot supply material in order of arrival or cannot furnish both 3/4" and 3/8" mixes, with the vendor liable for any price premiums charged by the alternate source. All bids not submitted through eMACS will be disqualified.

1.6. MATERIALS
1.6.1. Provide the Maintenance Chief and Procurement Agent with a copy of each mix design that will be used to provide Commercial Plant Mix as needed. All submitted mix designs must have been designed within two years of the IFB Due Date.
1.6.2. This contract requires the Vendor be capable of supplying all bid items found in the quantity sheet.

If the Department orders less than 150 tons per order, the Department may accept Commercial Plant Mix produced using a non-MDT approved mix design. If a non-MDT approved mix design will be used, provide a copy of the mix design to the Maintenance Chief. With an order less than 150 tons, Table 701-16 of the Standard Specs will not be enforced. With an order more than 150 tons, the Department expects the produced Commercial Plant Mix to meet all specifications identified in the contract.
