About this file
This is a Performance Work Statement (PWS) for a Production Support Blanket Purchase Agreement (BPA) with the United States Air Force Band.
The USAF Band seeks multiple DC-area production vendors to provide occasional production support for missions at Joint Base Anacostia-Bolling in Washington, DC, and various venues throughout the Washington, DC metropolitan area. The five-year BPA requires contractors to provide comprehensive production services on a per-production basis, including skilled labor, equipment rental, venue rental, and logistics. Skilled labor requirements encompass audio engineers (A1/A2), lighting personnel (director, technicians, designer with minimum BFA), camera operators, director of photography, event planning, stagehands, jib operators, makeup artists, security, ushers, master electricians, video directors, and RF/intercom coordinators. Equipment and logistics services include custom stage decking, sound systems, lighting systems, video equipment, trucking, generator rental, stage dressing, video wall rental, rigging equipment, and teleprompting services. The contractor must maintain continuous umbrella insurance covering all trucking, personnel, and equipment; employ or retain a draftsman and structural engineer to design and certify all structures and flown assets; and provide qualified, trained employees capable of using both contractor-provided and USAF Band-provided equipment. Performance thresholds require 100% on-time arrival of personnel with required credentials, 100% equipment delivery and operational status prior to sound check, zero safety incidents, timely asset arrival/departure to avoid venue penalties, continuous insurance coverage, and 100% project timeline adherence with zero instances of substandard performance.
