About this file
This document is a memorandum describing the technical specifications and requirements for the procurement of the flexMIRT software by the Language Proficiency Assessment Directorate (LPAD) of the Defense Language Institute Foreign Language Center (DLIFLC).
The memorandum outlines the salient characteristics and functionality of the flexMIRT software, which is proprietary to the developer Vector Psychometric Group, LLC. The software is required to support the LPAD's analysis of large volumes of Defense Language Proficiency Test (DLPT) item response data, utilizing advanced multi-level, multi-dimensional item response theory (MIRT) modeling capabilities. The memorandum states that these MIRT analysis capabilities are exclusive to the flexMIRT software, and no other statistical software can provide the same level of functionality and data management capacity. Without the procurement of the flexMIRT software, the LPAD would be unable to successfully analyze and report on the crucial DLPT data, which would adversely impact decision-making by military units and DoD agencies relying on linguist proficiency scores.

MEMORANDUM FOR RECORD
Subject: Product specifications for flexible multi-level multi-dimensional item analysis and test scoring (flexMIRT) software
This memorandum is in accordance with Federal Acquisition Regulation (FAR), Part 11.104(a),(b), use of brand name or equal purchase descriptions. The technical specifications of flexMIRT are listed below, to include the salient characteristics and functionality that flexMIRT possesses that a potential “equal” software must meet to be considered acceptable for award.
The “Advanced Modeling Features” section of the table below describes the multi-level, multi-dimensional IRT (MIRT) modeling and analysis specifications that a potential replacement software would have to meet in order to be considered a suitable replacement. As indicated in the limiting competition J&A document also being submitted for this software procurement, MIRT capabilities are exclusive to the developer and seller of flexMIRT® software, Vector Psychometric Group, LLC.
