About this file
This document is a Justification and Approval (J&A) for a sole source procurement of flexMIRT software under FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. The Defense Language Institute Foreign Language Center (DLIFLC) requires the flexMIRT software, which is proprietary to Vector Psychometric Group, LLC, for advanced item response theory (IRT) analysis of Defense Language Proficiency Test (DLPT) data. This specialized software is essential to maintain the accuracy, reliability, and validity of DLPT testing instruments. No other software provides the multi-dimensional IRT analysis capabilities and data processing capacity to manage the large DLPT datasets. The total estimated value is $488,542 for a base year and two option years. Competition is not possible as flexMIRT is only available from the sole source provider. The procurement is projected for award in September 2024 and will be funded with FY2024 operations and maintenance funds.

Text300: The Language Proficiency Assessment Directorate (LPAD) of the Defense Language Institute Foreign Language Center (DLIFLC) requires the procurement of flexMIRT (Flexible multilevel multidimensional item analysis and test scoring) software. The Test Design and Analysis (TAD) Division of LPAD is required to analyze Defense Language Proficiency Test (DLPT) item response data to maintain the accuracy, reliability and validity of testing instruments. To support the ever-increasing volume of item response data, an analytical software package with multi-variate, multi-dimensional item response theory (MIRT) analysis capabilities is required.
Text302: Other software packages were considered (see section 8, Market Research) but do not meet the government's requirement. To date, no other software packages meet the government's requirement. flexMIRT Software is proprietary software exclusive to its developer, Vector Psychometric Group, LLC.
Text304: Similar software falls short of multi-dimensional IRT modeling and analysis, and the volume capacity to meet the needs of the DLIFLC testing program. flexMIRT is proprietary software exclusive to its developer, Vector Psychometric Group, LLC, and is considered the most advanced item response theory (IRT) software in the industry. It has a suite capable of advanced analytical processes, data manipulation and management and predictive model building. Moreover, flexMIRT is well-equipped and powerful to accommodate large volumes of data for formatting, coding and statistical analysis. flexMIRT is widely used in the civilian sector and has a proven high-speed processing capacity, thus procurement and use of this software is essential for the analysis of DLPT dataset sizes that reach in excess of 20,000 cases.
Text303: N/A
Text305: Recurring renewal/procurement of flexMIRT software is a necessary component to the DLIFLC testing mission for the multidimensional analysis of test items.
Text306: Competition is not possible, as only one company, Vector Psychometric Group, LLC, is able to provide flexMIRT software.
Text307: flexMIRT software is not available off the U.S. Army, Computer Hardware Enterprise Software and Solutions (CHESS), and is solely available in the commercial marketplace. A Statement of non-availability (SoNA) was obtained through CHESS.
Text308: Required products and are copyrighted to a single company and only one company is able to provide this specialized software.
Text309: N/A
Text311: If flexMIRT software is not procured, essential analysis of examinee item response data will not be conducted, thus negatively impacting the timely operationalization of new DLPT instruments. This would adversely delay or prevent crucial decision-making efforts by military units and DoD agencies relying on DLPT examinee proficiency scores of their respective linguists.
Text312: Requests for quotes (RFQs) were solicited through CHESS, ITES-SW-2. Not one of the thirty companies registered in CHESS submitted an RFQ since their software does Not have the specialized features and capabilities of flexMIRT.
Text310: N/A
Text313: The Army's Computer Hardware, Enterprise Software and Solutions (CHESS) program, under the Program Executive Office Enterprise Information Systems, is the mandatory source for commercial information technology (IT) hardware and software purchases. Nevertheless, this Brand Name requirement cannot be purchased through the CHESS program with multiple vendors having an opportunity to bid on the requirement. Will monitor the marketplace for possible suitable substitute software and increase invitations to more companies outside of CHESS as a result.
Text314: To date, no other sources have written to express interest in the acquisition besides the manufacturer.
Text301: No other statistical software system provides the multi-variate, MIRT analysis capabilities and speed to manage large datasets. Other statistical programs such as Statistical Package for the Social Sciences (SPSS) do not have the ability to conduct MIRT analysis and the data volume capacity that flexMIRT possesses. As a result, if flexMIRT software is not procured, large volumes of DLPT item response data that increases daily will not be successfully formatted, analyzed and reported. This would adversely delay or prevent crucial decision-making efforts by military units and DoD agencies relying on DLPT examinee proficiency scores of their respective linguists.
Text400: Capable of advanced IRT analytical processes, multilevel multidimensional item analysis and predictive model building.

Text310587: I conducted market research from 1Mar2023 to 3Mar2023 to ascertain the existence of statistical software with comparable MIRT analysis features and the ability to process large datasets. A search was conducted on CHESS in the following license agreements: The Enterprise License Agreements (ELA), the Enterprise Software Initiatives (ESI) and the Joint Enterprise License Agreements (JELA). Out of these three, the only statistical software listed was “Minitab” on CHESS’s ELA and ESI. However, Minitab is more suited for Lean Six Sigma and quality process control statistics, without the programming and psychometric multi-dimensional data analysis capabilities of flexMIRT software.
A web search was also conducted for software programs that may be a suitable substitute for flexMIRT. Xcalibre and IRTPRO software programs are most representative of statistical software that exists on the market today for IRT modeling. Nevertheless, these software programs do not possess MIRT modeling and analysis capabilities, and the capacity for large data volumes as compared to flexMIRT. A Statement of Non-Availability (SoNA) was requested and received for flexMIRT through the CHESS platform. In addition, IRTPRO software requires administrative privileges to operate, while flexMIRT does not require admin privileges, hence, can be run freely within the DLIFLC Network.
