PRODUCT REQUIREMENTS Comment by Keen-Deputy, Christine M.: Do we need to elaborate on Prod vs Pre-Prod expectations in the narrative? Since we require both, we should probably mention live business ops vs. testing config. Comment by Hueston, Susan L.: Added sentence mentioning this is for a Prod and pre-Prod environment.

The Department of Veterans Affairs (VA) National Teleradiology Program (NTP) strives to provide high quality, effective, and efficient Radiology Services for our Nation’s Veterans. In support of that mission, NTP requires software licensing that includes maintenance and support services for the previously procured, NTP Health Level 7 (HL7) Integration System.

The Contractor shall provide software licensing that includes maintenance, support and ongoing sustainment for the existing NTP Rhapsody Corepoint system. This requirement includes both the Production and Pre-Production environment. Rhapsody Corepoint, also known as the Corepoint Integration Engine (CIE), is a modular platform that enables healthcare organizations to efficiently exchange and integrate clinical data across disparate systems. NTP requires Original Equipment Manufacturer (OEM) Rhapsody Corepoint licenses and support. The required Rhapsody Corepoint shall include software, software updates/patches, and technical support services required to maintain the system and all associated components to guarantee 99.9% uptime. The Contractor shall provide access to the latest version of Rhapsody Corepoint software to include latest updates, patches, upgrades, and or revisions as they are released. The Contractor shall ensure that all Rhapsody Corepoint licenses procured under this contract shall not expire during the duration of the contract.

Contractor shall be responsible for supporting all components of the system, whether they are the OEM or utilizing the system as a component to the comprehensive NTP PACS solution. This includes any integration components into the complete NTP PACS solution. Comment by Keen-Deputy, Christine M.: This requirement is brand-name Rhapsody. Why is there mention of supporting components other than the OEM? Any support to other than Rhapsody should not be included in this requirement. Comment by Hueston, Susan L.: Because Rhapsody is HL7 integration if there is issues with that integration point between Rhapsody and Powerscribe, for example, Rhapsody needs to be on the troubleshooting call with the other vendor to figure out where the issue resides. If the issue is on Rhapsody side they would be responsible in fixing the issue.

In this requirement we are also requiring professional service hours for configuration of both Pre-Production and Production environment for changes needed to allow for additional Telemammography, Federal Electronic Health Record (FEHR) go lives, and HL7 version upgrades happening VA wide. The professional service hours are covering for the configuration work, testing and go live events for these changes that will be needed in the environment.

Components of the system that shall be included for the maintenance and support mentioned above includes the following:

The narrative states what we need but the expectations for these services to be specifically defined. If we leave this as is, it becomes subject to contractor interpretation. Is this what you want?Comment by Hueston, Susan L.: Added additional information about what is expected with the professional service hours.

Comment by Keen-Deputy, Christine M.: Do you have any expectations as to what this formalized training program should include or is this something that you’re comfortable with leaving up to the contractor? If you have expectations, they should be included in the narrative. Comment by Hueston, Susan L.: Should be left up to the contractor as they should know the necessary training needed for their personnel to maintain the system.

B. The FSEs shall be authorized by the Contractor to perform the services. All work shall be performed by "Fully Qualified" competent FSEs. The Contractor shall provide written assurance of the competency of their personnel and a list of credentials of approved FSEs. Comment by Keen-Deputy, Christine M.: What construes a fully qualified, competent FSE? The only specification I see here is an undefined formalized training program. Are there specific certifications that these FSE must have? Comment by Hueston, Susan L.: Just the training program that Rhapsody would require for their system maintenance
