About this file

The document is a comprehensive Procurement Planning guideline detailing procurement processes for Collin College's purchasing procedures across different financial thresholds. The guidelines outline estimated business days to process orders ranging from under $10,000 to over $100,000, with specific requirements for quotes, cooperative contracts, and Board approvals. For purchases under $10,000, one current price is required and can be processed in 2 days, while purchases between $10,000 and $49,999 require three quotes and take 2-5 days to process.

The document provides critical notes for procurement considerations, including specific procedures for cooperative contracts over $100,000, sole source purchases, and Board meeting schedules. Key requirements include obtaining Board approval for purchases of $100,000 and over, submitting agenda items by the first business day of the month, and following specific timelines for formal solicitations, which must be advertised for at least two weeks. The guidelines emphasize flexibility in processing times based on complexity, evaluation requirements, and number of responses received, with some procurement processes potentially taking up to 120 days for complex purchases.

Procurement Planning - In order to assist everyone in preparing items to be purchased that will require Board approval, the following estimated timel ine for submission has been developed as a guideline. All timelines are estimated and may be longer depending on complexity, number of bids/RFPs received, timeliness of departments in providing required information and timeliness of evaluation team in completing evaluations. If it is determined that the aggregate purchases during the fiscal year for a class of items exceeds $100,000, Board approval will be required for those items prior to a purc hase order being issued. If you are not sure if the 12-month aggregate will apply to your purchase, please contact Purchasing and we will check the total expenditure for the period . Any requisitions that do not have to be bid, but will need Board approval, must be received by the Purchasing one week prior to the Board Agenda Due Date. A requisition and specifications are required before any items to be purchased will be put out to bid or placed on the Board Agenda.

November. Board meetings in

December are usually held earlier in the month.
