About this file

This document is a 403(b) Recordkeeper Request for Proposal (RFP) Questionnaire from Collin College in Texas, seeking proposals for recordkeeping and administrative services for its voluntary 403(b) retirement savings plan. The RFP aims to select a new recordkeeper to go live in the second half of 2025, with the selected vendor responsible for providing comprehensive retirement plan services including participant education, reporting, data management, cybersecurity, plan administration, and investment tracking. The questionnaire covers detailed requirements across multiple service categories such as organizational management, participant services, plan administration, compliance, investments, and on-campus support.

The RFP requests fee proposals on both a percentage of assets and flat dollar per participant basis, with specific emphasis on transparency in fee structures and no assumed fund revenue capture. Collin College's retirement program includes a 100% match on the first 4% of pay for eligible full-time employees, and the plan supports multiple retirement saving options including the state-sponsored Teacher Retirement System (TRS) and Optional Retirement Program (ORP). The questionnaire seeks a recordkeeper capable of handling legacy assets from multiple previous recordkeepers, providing robust cybersecurity measures, offering participant education and support, and maintaining comprehensive compliance with plan regulations.
