Carmen Smith Load Bank Station Civil Construction Project Summary

This is a procurement document for the Eugene Water & Electric Board (EWEB) soliciting civil construction services for site improvements at the Carmen Smith Load Bank Station project located approximately 70 miles east of Eugene, Oregon on Highway 126. The scope of work includes clearing, earthwork, trenching, temporary and permanent potable waterline installation, erosion control, traffic control, culvert installation, and site stabilization. A voluntary pre-bid conference is scheduled for February 20, 2025, at 11:00 AM PT at the project site. Electronic bids are due through OregonBuys on March 6, 2025, at 2:00 PM PT. The project requires substantial completion by June 20, 2025, and final completion by July 2, 2025, with liquidated damages assessed at $300 per calendar day for delays beyond the substantial completion date. The contract is awarded to the lowest responsive and responsible bidder.

Bidders must have been in business for excavation and civil construction for at least 10 years, with the project superintendent requiring 10 years of construction experience, including 5 years managing similar projects. Contractors must perform at least 20% of work with their own forces. A bid bond of 10% is required for bids over $100,000, and performance and payment bonds of 100% of the contract price are mandatory. The project is subject to Oregon Bureau of Labor and Industries (BOLI) prevailing wage rates for Region #4 (Linn County). First-tier subcontractor disclosure forms must be submitted within 2 hours of bid closing. Contractors must obtain necessary permits, including a 1200-C construction stormwater prevention permit and a plumbing permit. EWEB encourages participation from minority-owned, woman-owned, and emerging small businesses. Geotechnical data indicates approximately 800 cubic yards of excavated material will be embanked on-site, with excess spoils transported to the Peggy Creek waste site. Additional project details and documents are available on the UO Purchasing and Contracting Services (PCS) website at https://pcs.uoregon.edu/content/business-opportunities.
