3. Add “SPECIAL NOTE” to Section L.9 as highlighted in yellow below:

L.9 BUSINESS MANAGEMENT PROPOSAL INSTRUCTIONS

The offeror shall submit a cost proposal for each of three years comprising this contract’s base period and for each of the contract’s two (2) one-year option periods. Offerors are instructed to prepare their cost proposals in sufficient detail to permit thorough and complete evaluation by the Government. Offeror’s shall describe the basis for all costs proposed (e.g. prices are based on actual labor costs incurred; prices are quoted from catalogs available to the public; indirect costs rates are based upon rates reviewed and approved by a federal government audit agency or commercial audit firm, etc.)

There are two parts to the contract pricing proposal.

1). First, the offeror must decide what labor categories it intends to include in each of the “Functional Areas” defined in Section B.3 of this RFP. Then, using the “Contract Pricing Sheets”, Attachment 2 of this RFP, the offeror must list each of those categories along with their corresponding base hourly rate, indirect costs, profit, calculated loaded labor rate and overtime loaded labor rate (if applicable).

SPECIAL NOTE: An offeror is not required to provide a breakdown of its loaded labor rates if those rates are based on GSA Schedule contracts which are effective during the period of performance cited in Section of this RFP (i.e. December 2007 to December 2012.) If the loaded labor rates are based on GSA Schedule Contracts, then the offeror shall identify those GSA Schedule contract(s) and indicate if the proposed rates are equal to or less than those listed in the contract(s).

When listing the labor categories, the offeror should also indicate which functional area each category will be assigned. Using this information, the offeror shall then develop a composite, loaded hourly rate for each of the functional areas (i.e. each functional area will be assigned one composite loaded labor rate). The offeror shall describe how it calculated the composite rate. The offeror is responsible for providing sufficient documentation and/or justification supporting each cost factor listed in the “Contract Pricing Sheets.”

The offeror shall complete a contract pricing sheet for each of the three contract base years plus each of the two one-year option periods.

2). Using the composite loaded labor rates calculated in 1). above, the offeror shall complete the “Price Schedules” found in Section B.3 of this contract.

The Price Schedules include pre-defined levels of effort. The offeror shall multiply those projected hours times the composite hourly rate to arrive at the extended amounts for each functional area. If the offeror feels that additional functional areas are required, it should have addressed this in its technical proposal and include the level of effort as well as loaded labor rates in the “Other” section listed in each price scheduled.

DTNH22-08-R-00085 Amendment 003 “Media Support for National Communications Activities”

The Price Schedule also includes a separate section for “Other Direct Costs.” These costs are also pre-defined and appear in the schedules under the heading “Estimated Cost.” If the offeror, in accordance with its normal accounting practices, adds indirect costs to the other direct costs listed in the price schedule, the offeror shall include those indirect cost rates under the heading “Contractor’s Indirect Cost Rate (If Applicable).” However, the offeror is reminded to review Section B.3. of this RFP prior to apply indirect costs to other than direct labor. The offeror is responsible for providing sufficient documentation and/or justification supporting each cost factor listed in the “Contract Pricing Sheets.”

The offeror shall fill in the “Total Not To Exceed Amount” listed at the bottom of each Price Schedule. This total is the sum of the “Total Functional Area Cost” and “Total Other Direct Costs” applicable to each Price Schedule.

The “Total Not to Exceed Amounts” for the Base plus each of the Option Years will be added to arrive at the total proposed cost (See paragraph M.2).

4. Add “SPECIAL NOTE REGARDING COLUMNS “C” THROUGH “G” as highlighted in yellow below:

CONTRACT COST TABLES

Instructions

1). The following pages contain cost tables to be completed by the offeror. These cost tables are grouped by:

1. Contract Year. Cost tables are provided for each of the three Base Contract Years as well as each of the two Option Years; then within each Contract Year,

2. By Functional Area. Each functional area presented in Section B.3.1 is included as part of each of the three Base Contract Years as well as each of the two Option Years; then within each Functional Area,

3. By Labor Category: The offeror shall indicate what labor categories it will use to compose each Functional Area.

2). In completing each Contract Cost Table, the following instructions are provided.

1. Column A, “Direct Labor Category”: Based on the description of the functional area provided for that cost table, the offeror shall list all Direct Labor Categories it considers necessary to fulfill the requirements of that Functional Area. If different levels of expertise are required from the same labor category, the offeror shall list those different levels as separate categories (e.g. “Clerical 1,” “Clerical 2,” etc.)

2. Column B, “Percent Labor Category Contributes to Total Functional Area:” The offeror must indicate the degree to which (presented as a percentage of the total functional area) each direct labor category is used within each functional area. For example, if a Functional area is composed of the categories of Clerical 1 and Clerical 2, and Clerical 1 is expected to contribute 40% of the effort with Clerical 2 expected to contribute the remaining 60%, then those percentages would appear in Column “B.”

SPECIAL NOTE REGARDING COLUMNS “C” THROUGH “G”: An offeror is not required to complete columns “C” through “G” if:

• An offeror is proposing labor categories that are listed in a Schedule Contract it has with GSA; and

• That GSA Schedule Contract will be in effect during the period of performance of this “Media Support” contract (i.e. December 2007 to December 2012); and

• The offeror provides the GSA Schedule Contract number(s) in which the proposed labor categories are included; and, DTNH22-08-R-00085 Amendment 003 “Media Support for National Communications Activities”

• The offeror affirms that the prices proposed for this “Media Support” RFP and included in this RFP’s contract cost tables are equal to, or less than the prices included in its GSA Schedule contract(s).

If all of the conditions cited above apply, then the offeror is only requi5ed to complete Columns A, B, H, and I of the contract Cost Tables.

If the offeror’s prices are based on an existing GSA Schedule contract, but that contract’s period of performance does not cover the entire period of performance for this “Media Support” contract (i.e. the offeror’s GSA Schedule Contract is not effective from December 2007 to December 2012), then the offeror may still use its GSA Schedule prices for the period of time covered by the GSA Schedule contract, but Columns C through G must be completed for those time periods not covered by the GSA Schedule contract.

3. Column C, “Unloaded Hourly Rate:” The offeror shall indicate the actual hourly wage paid to each Direct Labor Category.

4. Columns D, E, F, and G: “Fringe Benefit,” Overhead Rate (“O/H”), General and Administrative (“G&A”), and “Fee” or Profit. In these columns, the offeror shall list its approved indirect cost rates applicable to each of the indirect costs listed. The offeror shall also support the rates proposed by providing results of recent audits or other forms of documentation.

5. Column H, “Loaded Hourly Rate (Regular):” The offeror shall add all indirect costs cited in Columns D through G to the Unloaded Hourly Rate cited in Column C to arrive at a Loaded Hourly Rate for each labor category proposed.

6. Column I “Loaded Hourly Rate (Overtime):” In the event the contractor has proposed labor categories which qualify for overtime premiums, the offeror shall provide the loaded hourly rate to include those overtime premiums.

7. Column C “Composite Functional Area Hourly Labor Rate; Unloaded Hourly Rate:” On the bottom row of each cost table, the offeror will provide the composite Unloaded Hourly Rate in Column C. This composite unloaded rate is the weighted average of the unloaded hourly rates appearing in Column C multiplied by their respective “Percent Labor Category Contributes to Total Functional Area” as shown in Column B.

8. Column H “Composite Functional Area Hourly Labor Rate; Loaded Hourly Rate (Regular):” On the bottom row of each cost table, the offeror will provide the composite Loaded Hourly Rate (Regular) in Column H. This composite loaded rate is the weighted average of the loaded hourly rates appearing in Column H multiplied by their respective “Percent Labor Category Contributes to Total Functional Area” as shown in Column B.

DTNH22-08-R-00085 Amendment 003 “Media Support for National Communications Activities”

9. Column I “Composite Functional Area Hourly Labor Rate; Loaded Hourly Rate (Overtime):” On the bottom row of each cost table, the offeror will provide the composite Loaded Hourly Rate (Overtime) in Column I. This composite loaded rate is the weighted average of the loaded hourly rates appearing in Column I multiplied by their respective “Percent Labor Category Contributes to Total Functional Area” as shown in Column B.

An example of a completed contract cost table is presented on the following page.

3). The offeror shall use the “Composite Loaded Hourly Rates (Regular)” when completing the price schedules listed in Section B.3 of this RFP.
