About this file
This document is a Limited Sources Justification (LSJ) for a federal contract opportunity to renew licenses and support for the PRISM contract writing system used by the International Development Finance Corporation (DFC).
The key details are:
- DFC intends to award a firm-fixed-price order off the GSA Schedules to procure 23 buyer and 85 non-buyer PRISM licenses, as well as PRISM help desk support services.
- The PRISM system is DFC's fully-implemented Acquisition Management System and provides unique capabilities not available in other competing products, such as integration with the Unison Marketplace, end-to-end auditable communications, flexible pricing, and automated SAAS updates.
- Market research found that no other available system could fully meet DFC's requirements, and transitioning to a new system would result in significant costs, training, and operational disruption.
- DFC will continue to conduct market research prior to future renewals to determine if PRISM remains the best value option.

Limited Sources Justification (LSJ) for Federal Supply Schedule Program
Upon the basis of the follow justification, prepared in accordance with Federal Acquisition Regulation (FAR) 8.405-6(c), I hereby approve the use of sources limited to fewer than those required in FAR 8.405- 2, as pursuant in the authority of 41 USC 251 as implemented by FAR 8.405-6(b). This acquisition is conducted under the authority of the Multiple-Award Schedule Program (41 USC 251, et seq. and 40 USC 501).
1. Identification of the agency and contracting activity.
US International Development Finance Corporation (DFC)
2. Nature and/or description of the action being approved.
DFC intends to award a GSA order requiring a Statement of Work (SOW) in accordance with FAR 8.405-2 off the GSA Schedules. The order will by firm-fixed-price.
3. A complete description of the supplies and/or services required to meet the agency’s needs.
DFC intends to procure a renewal of twenty-three (23) buyer and eighty-five (85) non-buyer licenses for its PRISM contract writing system, as well as PRISM system help desk support for troubleshooting tickets and adding updates and enhancements to the system.
4. An identification of the LSJ rationale, and if applicable, a demonstration of the contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6 – An item peculiar to one manufacturer is requirement (i.e., brand name item, product, or feature of a product).
The Unison PRISM product is DFC fully implemented Acquisition Management System (AMS). The purpose of this acquisition is to renew licenses and support for it’s use. PRISM brings several unique attributes as an AMS that, when combined, cannot be matched by any other competitors. Examples of this include, but are not limited to:
• Off the shelf integration with the Unison Marketplace for reverse blind bidding on any government point of entry and/or established governmentwide acquisition contract.
• Full end to end, auditable communications platform with the public from industry day announcements to solicitations, Q&A, quote submission, award announcements, and modifications through the accelerator module and FedConnect.
• Price scaling for small agency sized contracting shops, with discounting at lower license buy rates.
• Fully automated SAAS updating for bug fixes and system improvements, as well as for regulation changes and FAR-FACs and for governmentwide operational decisions (such as the movement of DUNs to UEI) which would impact operations for all AMS’s across government.

• Smart sheets for information sharing, clause logic with breadcrumb templating enabled, and ability for information to flow through the link between documents to prevent redundancies.
• Pre-established PALT codes built into the requirements and acquisition workspaces for monitoring and step assignments that are unique for contract vehicles and chosen workspace.
• In system generative AI for acquisition guidance with reach back references and support via linkage to the Virtual Acquisition Office.
Unison Software Inc. is the sole seller of the PRISM AMS solution. Therefore, the Request for Quote (RFQ) will be directed to this company.
5. A determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d) and FAR 8.405-2(d).
After reviewing the market research and IGCE, including the over 50% discount rate per licenses type Unison is offering off it’s already determined fair and reasonable GSA schedule rates, this brand name requirement represents the best value for the Government.
6. A description of the market research conducted among schedule holders and the results of the research, or a statement of why market research was not conducted.
The PRISM AMS solution, as well as several other solutions such as SAP Ariba and Oracle CLM are available off the GSA Schedules. Market research was conducted to see if the purchase of licenses from an alternative provider (not inclusive of integration costs) would be a viable option. However, DFC encountered issues ranging from problems with license costs of some products being able to be discounted for small agency license sizes and in other cases the products remained unable to meet DFCs unique needs met through the PRISM AMS as outlined in Section 4 of this document.
Taking this into consideration, alongside the costs, time, training, and overall disruption to normal operations required for a new system integration, and it is determined that the renewal of the PRISM licenses is the best value option for the government.
7. Any other facts supporting the limited sources justification.
The PRISM AMS solution is integrated into DFC systems such as the Oracle financial system through customized SOA gateway middleware. Any new solutions outside of PRISM would require a non-off the shelf reconfiguration of the connection.
8. A statement of actions, if any, the agency will take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisitions for the supplies or services being made.
DFC will continue to conduct market research prior to subsequent renewals to determine if the PRISM AMS remains the best value option for the agency. If this remains the case, the requirement will continue to be directed to Unison Software Inc. as the seller of the software. Should Unison allow additional companies to sell its software solution, the requirement will be competed amongst resellers in future iterations.

9. The ordering activities Contracting Officer’s certification that the justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief, and evidence that the supporting data that form the basis for the justification have been certified as complete and accurate by the technical/program personnel.
Certification: By signing below, I hereby certify that I have reviewed this LSJ and find it to be accurate and complete to the best of my knowledge and belief. This review services as approval.
