About this file
This is a Request for Proposal (RFP) and Specifications & Project Manual issued by the Town of Westport, Connecticut, for the construction of a building shell at Wakeman Farm Town Barn (RFP #27-177T). The project involves supplying and installing all materials required for the building shell, including interior partitions, windows, and doors on a foundation to be provided by others. Cabinets are excluded from the scope of work, though panelized or prefabricated construction is accepted as an alternative. Sealed bids are due by 11:00 AM on September 22, 2026, at the Town of Westport Controller's Office, with bid opening via ZOOM at 11:30 AM the same day. A non-mandatory site walkthrough is scheduled for Wednesday, September 9, 2026, at 10:00 AM, and written questions must be submitted by 4:00 PM on September 14, 2026. Construction is to commence 10 calendar days after written authorization to proceed and must be completed within 180 calendar days of commencement. Work to be performed by others under separate agreement includes all concrete and foundation work, construction fence installation, erosion control measures, cultic units and underground piping, painting, temporary electrical service, demolition, and site work.
The bid must be accompanied by a bid bond equal to 15 percent of the total bid amount, including both base bid and alternates. Upon award, the successful bidder must furnish performance and payment bonds, each in the amount of 100 percent of the contract price within 10 calendar days of receiving the Notice of Award. One alternate price is included in the bid: installing owner-supplied reclaimed barn siding in lieu of cedar siding. The base bid is divided into line items covering general conditions and temporary sanitary facilities, carpentry (including framing, sheathing, windows, doors, and siding), roofing (including moisture protection, gutters, and flashing), and additional base bid items. The Town is exempt from federal taxes and Connecticut sales and use taxes; these taxes must not be included in the bid price. The contractor must obtain workers compensation insurance with employer's liability limits of at least $500,000 per accident, commercial general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile insurance of $1,000,000, and umbrella or excess liability insurance of $5,000,000 each occurrence and aggregate. Liquidated damages of $200.00 per calendar day apply for failure to complete the work within the contract time. Monthly progress payments will be made based on completed, in-place unit quantities and agreed-upon percentages of completion for lump sum items, with the Owner retaining 5 percent for a one-year maintenance period following final completion.

Each Bid must be accompanied by a Bid Bond payable to the Owner for fifteen (15) percent of the total amount of the Bid, including both the base bid amount and all alternates. As soon as the Bid prices have been compared, the Owner will return the bonds of all except the three lowest responsible Bidders. When the Agreement is executed the bonds of the two remaining unsuccessful Bidders will be returned. The Bid Bond of the successful Bidder will be retained until the payment bond and performance bond have been executed and approved, after which it will be returned. The surety on the Bid Bond must be a corporate surety licensed to sign surety bonds in the State of Connecticut and also listed by the United States Treasury Department in its latest list as a qualified surety acceptable to the United States Government. The surety on the bond must meet the requirements stated under Bid Security except that the amount of the bond may exceed the limit for which the United States Treasury Department has qualified the surety if the excess is reinsured with surety companies that are qualified on the United States Treasury Department list for an amount equal to the amount of the reinsurance. Attorneys-in-fact who sign the Bid Bonds or Payment Bonds and Performance Bonds must file with each bond a certified and effective dated copy of their power of attorney.
The party to whom the contract is awarded will be required to execute the Agreement and obtain the Performance Bond and Payment Bond within ten calendar days from the date when Notice of Award is delivered to the Bidder. The Notice of Award shall be accompanied by the necessary Agreement and bond forms. In case of failure of the Bidder to execute the Agreement, the Owner may at his option consider the Bidder in default, in which case the Bid Bond accompanying the proposal shall become the property of the Owner.
The Owner, upon receipt of acceptable Performance Bond, Payment Bond, and Agreement signed by the Contractor shall sign the Agreement and return to the Contractor an executed duplicate of the Agreement within a 10-day period. The returned executed Agreement by the Owner to the Contractor shall be accompanied with a Notice to Proceed.
