About this opportunity

The Town of Westport, Connecticut is requesting proposals for the building shell at Wakeman Town Farm Barn under RFP #27-177T, with sealed bids due September 22, 2026 at 11:00 a.m., and bid opening via Zoom at 11:30 a.m. the same day.

The scope encompasses supply and installation of all building shell materials, including interior partitions, windows, and doors on a foundation provided by others. Cabinets are excluded. Panelized or prefabricated construction is accepted as an alternative to conventional stick-built methods; material specifications for any proposed system must accompany the bid. One alternate pricing line is included: installation of owner-supplied reclaimed barn siding in lieu of cedar siding.

Construction must commence within 10 calendar days of written authorization to proceed and be completed within 180 calendar days. Work to be performed by others under separate contract includes all concrete and foundation work, construction fence, erosion control, site utilities, painting, temporary electrical service, demolition, and site work.

The contractor must provide a bid bond equal to 15 percent of the total bid amount (base plus alternates). Upon award, performance and payment bonds of 100 percent of the contract price are required within 10 calendar days of Notice of Award. Insurance requirements include workers' compensation with employer's liability limits of at least $500,000 per accident; commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate; commercial automobile of $1,000,000; and umbrella or excess liability of $5,000,000 each occurrence and aggregate. Liquidated damages of $200 per calendar day apply for schedule overruns. The Town is exempt from federal and Connecticut sales and use taxes, which must not be included in bid pricing. Monthly progress payments will be made based on completed unit quantities and agreed-upon percentages of completion, with 5 percent retained for a one-year maintenance period following final completion.

A non-mandatory site walkthrough is scheduled for September 9, 2026 at 10:00 a.m. Written questions are due by 4:00 p.m. on September 14, 2026.
