About this file
This is a Justification for Single Source Award document under FAR 12.102(a) for a procurement between the micro-purchase and simplified acquisition thresholds.
The Department of Veterans Affairs, Network Contracting Office 2, seeks an unrestricted firm fixed-price contract for LightStrike Pulsed Xenon UV Robots (MXSUV1-FTX model) with a 4-year warranty, technical training, routine maintenance, and software program included. The equipment is essential for hospital infection control efforts, including COVID-19 disinfection. The procurement is being awarded to Xenex Disinfection Services as the sole source due to unique and proprietary technology. The Xenex LightStrike robot utilizes patented Pulsed Xenon UV (PX-UV) technology with a proprietary lamp system generating broad-spectrum UV light (240-315nm), which is exclusively patented by Xenex for whole-room microbial reduction. The system includes proprietary cloud-based software with specialized reporting metrics and analytics that track robot utilization and hospital workflow efficiency. Alternative providers lack access to Xenex's proprietary algorithms and cloud reporting infrastructure, making substitution impossible.
Market research confirmed no viable alternatives. Searches of DSBS SBA, SAM, GSA eLibrary, and GSA Advantage using various keywords yielded minimal results. A Sources Sought Notice generated four responses offering alternatives and one offering the brand name item; only Geo-Med (SDVOSB) was identified as an authorized Xenex supplier. The contracting officer certified the justification as accurate and complete in accordance with RFO FAR 12.102(a).
