About this file

This is a Prime Contractor Response Qualification Form for the Minnesota Department of Natural Resources solicitation 2027-019 for Summer Gravel Pit Crushing & Stockpiling. The project involves clearing, grubbing, excavating, crushing, blending, and stockpiling approximately 15,000 cubic yards of Class 5 aggregate at the Summer Gravel Pit located in the Beltrami Island State Forest in Lake of the Woods County. All responses must be submitted electronically through the Swift Portal, with responses to the latest event version required to avoid bid rejection. The award will be made to the lowest responsible vendor meeting all specifications and terms and conditions, with the State reserving the right to award items separately, by grouping, or by total as deemed most advantageous. Unit pricing must include all costs encompassing labor, materials, tools, transportation, equipment, applicable taxes, and all other expenses necessary for project completion.

Qualification requirements mandate that responding companies must have completed as prime contractors (not subcontractors) at least two contracts of similar scope with substantial completion since June 2022, each with a construction value of $50,000 or greater. Additionally, both the designated Project Manager and Job Superintendent must each possess at least two years of experience with gravel crushing work similar in scope and value to the project, with each of their referenced contracts also valued at $50,000 or greater. Respondents must provide employee certificates of annual refresher training and hazard awareness training, along with MSHA Part 46 training plans. The State reserves the right to contact project references and verify contractor responsibility based on factors including project milestone achievement, communication with owners and subcontractors, on-site supervision, subcontractor coordination, compliance with Minnesota prevailing wage law, and timely payment of subcontractors.
