About this file
This is a Solicitation Bond document issued by the State of Minnesota Department of Administration for bid 2027-019 Summer Gravel Pit Crushing & Stockpiling, administered by the Department of Natural Resources. The project involves clearing, grubbing, excavating, crushing, blending, and stockpiling approximately 15,000 cubic yards of Class 5 aggregate at the Summer Gravel Pit located in the Beltrami Island State Forest in Lake of the Woods County. All responses must be submitted electronically through the Swift Portal, with failure to respond to the latest event version resulting in bid rejection. The solicitation requires vendors to review all attachments and comply with all specifications, with the DNR serving as the determining factor for vendor qualification. Award will be made to the lowest responsible vendor meeting specifications and all terms and conditions, with the State reserving the right to award items separately, by grouping, or by total as deemed most advantageous.
The solicitation bond requires bidders to provide a bond equal to 5 percent of the bid amount, with the bond serving as liquidated damages should the principal fail to enter into a contract with the State within the required timeframe after award notification or fail to provide the required performance bond. The bond must be executed on the State of Minnesota Bond Form and accompanied by notarized acknowledgment appropriate to the bidder's entity type (individual, partnership, limited liability company, or corporation). Additional requirements include a corporate power of attorney for surety bonds and insurance certificates that specifically list all required coverage types and details as shown in the State's specifications. Unit pricing must include all costs such as labor, materials, tools, transportation, equipment, sales tax, use tax, and all other expenses necessary for project completion. Direct Pay Permit 1114 does not apply to this project.
