This Request for Quotes (RFQ) is issued by the Commonwealth of Massachusetts Executive Office of Housing and Livable Communities (EOHLC) Division of Livable Communities to procure document translation services for the Low-Income Home Energy Assistance Program (LIHEAP). The procurement is restricted to vendors currently listed on Statewide Contract PRF 88, Category 3 Translation Services. EOHLC seeks translation of approximately 39 documents annually into Spanish, Chinese, Vietnamese, and Portuguese, including LIHEAP applications, appeal documents, verification forms, and social media content. All translated documents must be delivered in machine-readable format and include specific disclaimer language and form identification in the target language. Bidders must submit responses via COMMBUYS by September 28, 2026 at 4:00 PM Eastern Time, with a question deadline of September 18, 2026. The apparent successful bidder will be posted approximately October 2, 2026, with contract award anticipated by October 5, 2026. The contract is anticipated to begin October 1, 2026, with an initial term of approximately three years and potential renewals or extensions subject to satisfactory performance and funding availability. The completion timeframe for annual translation services is approximately two weeks per year.
EOHLC will consider both fixed-cost bids and hourly billing proposals, with an estimated annual contract value of approximately $9,000. Compensation will follow the Commonwealth's Bill Paying Policy and terms of the resulting Statement of Work. The procurement is open to Small Business Purchasing Program (SBPP) participants, who will receive award preference if their response meets EOHLC's best value criteria. Bidders must submit a cover letter not exceeding five pages with relevant contact information and service history, a proposed project timeline, and a proposed budget. EOHLC reserves the right to accept or reject all proposals, negotiate with qualified bidders, or cancel the RFQ in whole or in part. The agency may also invite selected bidders to participate in optional oral presentations and demonstrations. All responses become public record upon contract award, and the selected contractor must comply with applicable state and federal regulations, including data security requirements, enterprise information security standards, and the Enterprise Use and Development of Generative Artificial Intelligence Policy issued January 31, 2025.
