About this file
This is a Questions and Answers document for a Request for Quotes issued by the Massachusetts Executive Office of Housing and Livable Communities (EOHLC) for Low Income Home Energy Assistance Program (LIHEAP) translation services on Statewide Contract PRF 88. The RFQ was posted on September 9, 2026, with COMMBUYS Bid Number BD-27-1076-OCDDE-CS002-133114. The scope requires translation of approximately 39 LIHEAP documents and social media content into Spanish, Chinese (Simplified), Vietnamese, and Brazilian Portuguese, with an estimated annual word count of 20,000 words (13,000 for vital documents and 7,000 for social media). The translated documents must be delivered in Word format within two weeks of receiving the English source files, generally in late summer or early fall. Documents should preserve the formatting and design of English originals and are intended for downloading and printing by applicants. All work involves full retranslation rather than updates to existing translations, and bidders must provide separate pricing for each language.
The contract is estimated at approximately $9,000 annually and covers all translation, editing, proofreading, project management, formatting, and social media translation across all required languages. The incumbent contractor is Baystate Interpreters, Inc., which is an active Small Business Purchasing Program (SBPP) participant and previously charged 10 to 12 cents per word depending on language. The previous year's expenditure was $6,700 for vital documents only without social media translations. Evaluation criteria consist of three equally weighted components. EOHLC will consider providing previously translated materials as reference but will not provide prior-year versions as editable source files. Individual linguists contracted by bidders are not considered subcontractors requiring separate identification in the bid response.
