About this file

This document is a Questions and Answers (Q&A) response sheet from the Executive Office of the Trial Court (EOTC) in Massachusetts related to an Instructional Design Consultant RFQ (PRF76). The project involves the development of two approximately 20-minute instructional videos addressing domestic violence and sexual assault proceedings under Massachusetts General Laws chapters 209A and 258E. One video will be designed for plaintiffs and another for defendants, with content developed by adapting an existing script from the Trial Court Domestic and Sexual Violence Task Force and an existing educational content library. The deliverables include high-quality master videos, caption files, transcripts, audio-description files, and editable source files in 11 languages (translated subtitles, transcripts, and accompanying materials with English audio). The project must be completed by December 31st, 2026, as this is the deadline for use of the grant funding currently supporting the initiative. Videos are expected to feature on-camera presenters including subject matter experts and Trial Court judges, supplemented with graphics, establishing shots, B-roll footage, and other educational media.

All final videos and associated materials must conform to WCAG 2.1 Level AA accessibility standards, including accurate synchronized captions, complete transcripts, audio descriptions when needed, accessible contrast, and legible graphics/text. Consultants paid with grant award funds may not exceed $81.25 per hour or $650 per day. The Trial Court will prioritize timely provision of feedback and approvals to support completion by the December 31st, 2026 deadline. The evaluation criteria weighting is as follows: 30% Project Plan and Ability to Meet Deadline, 25% Relevant Experience and Sample Work, 20% Technical and Instructional Design Approach, 15% Proposed Personnel and Subcontractors, and 10% Cost. The Trial Court Office of Language Access may be available to assist with language access guidance in alignment with applicable Trial Court policies, and the use of staff or third-party interpreters trained in handling sensitive cases involving victims of domestic violence, sexual assault, or stalking is encouraged.

19/8/26Ben Canales/Eastern Research GroupNADue to the need to review video concepts and drafts and obtain clearance, we anticipate that producing cleared videos ready for publication might take longer than the October-December timeframe noted in the RFQ. How likely is it that the Commonwealth will be able to extend the deadline for final videos?December 31st, 2026 is the deadline for use of the grant funding currently supporting this project. Accordingly, Bidders should develop their proposed approach and schedule based on completion, delivery, and acceptance of the required final videos and related materials by that date. Any work performed after December 31st, 2026 would require an alternative source of funding, which has not been approved at this time. The Trial Cout will prioritize the timely provision of feedback and approvals throughout the process in an effort to support completion of the required work by December 31st, 2026.
29/8/26Ben Canales/Eastern Research GroupNADoes the Trial Court anticipate on-camera presenters, interviews, or participant testimonials, or does EOTC envision primarily narrated instructional videos using graphics, establishing shots, B-roll footage, and other educational media? The Executive Office of the Trial Court, to the extent possible in the project timeframe, anticipates on-camera presenters with SMEs and Trial Court judges, as well as graphics, establishing shots, B-roll footage, and other educational media.0
39/9/26Jaclyn Wise/UMass Donahue InstituteBudgetIs there a cap on the hourly rate for Consultants or SDP partners? 49/10/26Celia McGarry/Briljent, LLCScope - page 2, 4 & 7Please confirm whether the two approximately 20-minute videos are expected to be separate videos for different audiences, topics, or perspectives. For example, should one be designed for plaintiffs and one for defendants, or should both videos address both audiences while covering different aspects of c. 209A and c. 258E proceedings?Separate videos for separate audiences will be developed - one video will be designed for plaintiffs and another for defendants. Both should cover c. 209A and c. 258E proceedings.
59/10/26Celia McGarry/Briljent, LLCScope - Pages 7, 8 & 12Are bidders expected to create scripts primarily by adapting existing content, or by developing substantial new instructional content based on SME guidance? The Trial Court Domestic and Sexual Violence Task Force has developed a script. The contracted bidder will utilize this script, along with an existing library of educational content, to develop new instructional content for the purposes of the RFQ.
69/10/26Celia McGarry/Briljent, LLCScope / Language Access - Pages 2, 7 & 8Please confirm whether "translations and subtitles in 11 languages" means the contractor must provide translated subtitle files only, or whether dubbed audio/voiceover, translated transcripts, or separate language-specific video files are also required. The bidder must provide translated subtitles and transcripts, delivered as 11 unique files with English language audio content, translated subtitles, and an accompanying transcript in English and the accompanying translations. Final deliverables should include the high-quality master, caption file, transcript, any audio-description files, and editable/source files, and must undergo a manual accessibility review before acceptance.
79/10/26Celia McGarry/Briljent, LLCTechnical Approach / Accessibility - Pages 8, 9 & 14Please identify any specific accessibility standards, policies, or testing criteria the final videos and associated materials must satisfy, such as WCAG 2.1 AA or Section 508.Final videos and associated materials should conform to WCAG 2.1 Level AA, including applicable Level A criteria, and should include accurate synchronized captions, a complete transcript, audio description when needed, accessible contrast and legible graphics/text, and no flashing or other accessibility risks. Final deliverables should include the high-quality master, caption file, transcript, any audio-description files, and editable/source files, and must undergo a manual accessibility review before acceptance.
