About this file
This document is a Frequently Asked Questions and Answers file related to an RFP issued by the Massachusetts Department of Conservation and Recreation, Division of Water Supply Protection (DCR/DWSP) for drone pilot training services. The RFP seeks proposals from eligible vendors on OSD Master Agreement PRF74 to provide training for up to 5 DCR staff members in the safe handling and operation of multi-rotor drones. The Q&A document addresses clarifications submitted by potential bidders regarding project scope, training delivery methods, certification requirements, and vendor qualifications. Key inquiries addressed in the document include questions regarding the number of trainees, whether training must result in FAA Part 107 Remote Pilot Certification, the location and duration of training, and the specific types of drone equipment to be used. The responses provide guidance on proposal requirements and help bidders understand the project parameters to develop compliant and competitive bids.
The Q&A responses clarify technical and administrative aspects of the training program, including details about participant prerequisites, training content, equipment specifications, and delivery logistics. The document indicates that all training participants must successfully complete coursework to obtain FAA Part 107 Remote Pilot Certification, and responses address questions about whether DCR will supply drones or if vendors must provide them. The Q&A format demonstrates an active procurement process where the contracting agency engaged with the bidding community to ensure clear understanding of requirements and to facilitate meaningful competition among qualified training providers.

DCR/DWSP DRONE PILOT TRAINING
Questions:
Question #1: Does training for the Part 107 test need to be completed by June 30, 2026?
Answer #1: No, there is no requirement that training DCR staff to take the Part 107 test must be completed by June 30, 2026. It is DCR’s desire to begin/complete the training by June 30, but DCR recognizes the compressed timeline makes that unlikely.
Question #2: Should the training include data analysis?
Answer #2: No, the training should not include data analysis and should only focus on preparing for the Part 107 test followed by hand-on flight instruction.
Question #3: Although DCR listed the drone equipment it owns (DJI), do you expect the vendor to provide additional drone equipment to use in the hands-on training?
Answer #3: While DCR’s equipment is available to use during the hands-on training, it is expected that the awarded vendor will also provide additional drone equipment to use during flight instruction.
