This is a prevailing wage file related to the City of Meriden, Connecticut's roof replacement project at Edison Middle School. The project involves the complete removal and replacement of the existing roofing system with a thermoplastic polyolefin (TPO) or PVC membrane roofing system covering approximately 111,920 square feet, including roof decking replacement, insulation installation, flashings, and roof accessories. A mandatory pre-bid meeting is scheduled for Wednesday, April 15, 2026, at 10:00 am at Edison Middle School, with a question submission deadline of April 29, 2026, at 4:00 pm. Electronic bids are due by 11:00 am on Wednesday, May 6, 2026, via the City eProcurement Portal. The contract establishes a substantial completion date of 15 days after the Notice to Proceed with final completion 15 days thereafter, and includes liquidated damages of $2,200 per calendar day for failure to meet the stipulated contract period. Contractors must provide a twenty-year, non-prorated, no-dollar-limit edge-to-edge warranty from the membrane manufacturer with a minimum 130 mph wind rider and full-time on-site supervision.
Prevailing wages are mandated under Connecticut General Statutes Section 31-53, requiring contractors to pay rates established by the Connecticut Labor Commissioner and submit certified payrolls monthly to the contracting agency, with annual adjustments each July 1st. All personnel on-site, regardless of ownership status, must be listed on certified payrolls and paid prevailing wage rates for their classification. The contract includes a 25 percent Small Business Enterprise set-aside and a 6.25 percent Minority/Women/Disabled Business Enterprise set-aside of the state-funded portion. Each bid requires a bid bond in the amount of ten percent of the total bid, and the lowest responsible bidder must provide Labor and Material Payment Bonds and a Performance Bond for one hundred percent of the contract price. The probable project cost is estimated at $5,946,600 based on architectural cost estimates, with eligible costs totaling $5,346,900 and the cost per square foot estimated at $53.13. The City of Meriden is exempt from federal excise taxes and Connecticut sales and use taxes, which shall not be included in bid prices.
