About this file

The document is an email chain between Jennifer Villeda from the City of Santa Monica's Fleet Management Division and Kim Morales from GCAP Services, Inc., discussing prevailing wage requirements for a pressure washer service and repairs contract. The City is seeking a vendor to furnish and deliver pressure washer parts and service for their wash rack and individual pressure washers mounted on trucks, with an annual estimated spend of $15,000 per year for a 5-year period, totaling $75,000.

The email exchange centers on determining whether the contract is subject to prevailing wage regulations. Initially, Kim Morales provided conflicting responses, first stating the contract would not be covered due to the threshold amount, and later confirming it would be covered under prevailing wage. The small project exemption applies to public works projects that do not exceed $25,000 for new construction, alteration, installation, demolition, or repair, and $15,000 for maintenance. The total estimated contract value of $75,000 suggests the project may indeed be subject to prevailing wage requirements, though the final determination is not definitively settled in these communications.

Hi Kim, I know I sent you a handful of emails and this one may have gotten overlooked. Can you let me know if the vendor would be subject to the Prevailing Wage?

Hello Kim, Fleet Management is looking to go out to BID for pressure washer service and repairs. The vendor will come into our shop to service and repair our wash rack and also we will send out work to them to service and repair individual pressure washers mounted on some trucks. Are they subject to the Prevailing Wage? Please see scope of services below.

Our bid is for an annual estimated spend of $15,000/year for 5 years. I appreciate your time.

“Vendor to furnish and deliver pressure washer parts and service, as requested by Fleet Management.”
