About this file
This is an email chain documenting prevailing wage determination correspondence between the City of Santa Monica's Cultural Affairs Division and labor compliance consultants regarding the 2025 Art of Recovery (AoR) Production Partners RFP. The email thread spans from March 4, 2025, through May 12, 2025, with multiple follow-ups from Allison Ostrovsky and Natalie Marrero of the City seeking clarification on whether the proposed art projects and events would be subject to prevailing wage requirements. The RFP targets organizations, arts and cultural producers, collectives, groups, and individuals interested in collaborating with the City to create and implement art projects or events in Santa Monica. The proposed scope of work includes providing space, facilitating space usage, and offering production services, with production partners historically operating in the performing arts sector and potentially expanding into visual art works. The City needed the prevailing wage determination completed before posting the RFP, which was subsequently released in July 2025, with project questions due by October 16, 2025, and final proposals due November 20, 2025, at 3:00 pm.
Kim Morales, Labor Compliance Analyst with GCAP Services, Inc., ultimately provided the determination on May 12, 2025, concluding that the Art of Recovery Production Partners work would not be covered under prevailing wage requirements. The determination addressed whether the installation of art (such as hanging artwork) or other construction-related activities would trigger prevailing wage obligations; however, the scope of work as described—primarily focused on providing space and production services for arts and cultural events—did not meet the threshold for prevailing wage coverage. The City's contract term for selected producers extends for three years with potential for two one-year renewals. No specific award value or funding allocation is detailed in the email chain itself, though the historical program data referenced in the RFP indicates total funding of approximately $2.0 million from combined city and partner sources supporting 82 projects and 792 creatives.

Hi Steven, Natalie (cc’d) and I are working on an RFP that we will be submitting in July. The final item we are waiting on is an email re: the prevailing wage. We have emailed both Kim and Sylvia multiple times (see correspondence below) and have not heard back. If you are able to help us with this request or have a suggestion, we would appreciate it.
Thank you, Allison

Hi, If you are not getting a response from Kim, loop in Steven Hull, he deals directly with Kim and may have a better response.
Keep in mind that we are not accepting RFP requests until July, so that does give you time to receive a determination.

Hi Allison, I haven’t seen the project, but determination needs to be uploaded before you submit it for review. Is there any part of the scope that would involve installation (hanging art etc)?
