Technical Specifications Summary: Pneumatic & Hydraulic Pressure Testers

This document is a Technical Specifications sheet for a federal procurement by the Defense Logistics Agency (DLA) Product Test Center Division, Electronics Lab, located in Columbus, Ohio. The DLA Contracting Services Office (DCSO) is the contracting activity. The requirement is to procure and deliver two automated pressure testing systems to replace manual testing equipment currently used to test pressure switches. The procurement aims to improve testing accuracy, efficiency, and turnaround time while reducing operator-dependent error in pressure switch testing operations.

The contractor must deliver one automated pneumatic pressure test system capable of generating 0 to 1,500 psi with data-logging capability, touchscreen controls, built-in pumps, calibration certification, and ¼ NPT female connectors; and one automated hydraulic pressure test system capable of generating 0 to 15,000 psi with 0.01% accuracy, similar features, sebacate oil media compatibility, and two liters of oil included. Additional deliverables include one day of on-site training for up to three participants, on-site installation with initial start-up and diagnostics, a one-year preventative maintenance and calibration contract, and delivery within 120 days of award. The contractor must provide all labor, tools, transportation, and supplies. A 12-month warranty (or OEM commercial warranty if greater) is required. Installation and training must occur during standard business hours (7:30 a.m. to 4:30 p.m., Monday–Friday) with no weekend or federal holiday work. Payment will be processed through the Defense Finance and Accounting Service via the Wide Area Workflow (WAWF) system within 10 workdays after service conclusion. Delivery address is Defense Supply Center Columbus (DSCC), 300 North James Road, Building 17-3, Columbus, Ohio 43218-3990, with setup and training at DLA Land & Maritime Product Test Center, 3990 E. Broad Street, Building 11, Section 7, Columbus, Ohio. Security vetting through the local security office is required; foreign nationals and individuals with outstanding warrants or certain convictions are prohibited from facility access.

Technical Specifications

Pneumatic & Hydraulic Pressure Testers

DLA Product Test Center, Electronics Lab, VTP

1. Title – Radiographic Test System

Requiring Activity: DLA Product Test Center Division, Electronics Lab, located at Columbus, Ohio. Contracting Activity: DLA Contracting Services located in

Columbus, Ohio.

2. Introduction

This is a description of the DLA Product Test Center Division, Electronics Lab, VTA, requirements for the procurement of Automated Pressure Switch Testing Equipment. It is the intent here to clearly define all required performance characteristics. In generating this statement, our objective is to end up with Pressure Switch Testing Equipment which replaces inaccurate, manually operated testing setups. This acquisition will improve our testing capabilities when testing pressure switches, in both accuracy and efficiency. Our general objective is to minimize any impact on the EPTC operations and our customers as a result of this procurement, especially with regards to test cycle time. This equipment will decrease time required to test pressure switches and remove any greatly increase the accuracy of test results compared to the current test equipment. This equipment will replace manual pressure calibrators and multimeters with newer and more technically advanced equipment.

3. Background

This equipment would increase EPTC’s testing efficiency and accuracy, help improve testing turnaround time, and replace one manually operated pressure calibrator. Most importantly, procurement of this equipment will increase our current pressure testing accuracy.

Not procuring this piece of equipment would leave the EPTC with less than ideal pressure testing equipment that relies on the operator’s reflexes to record results, leaving extensive room for error.

4. Scope

Ship, install, and train EPTC personnel on automated pressure calibration/testing equipment for both hydraulic and pneumatic switches. The equipment will need to test hydraulic pressure ranges from 0 bar to 700 bar (0 to 10,000 psi), and pneumatic pressures from -0.9 bar to 100 bar. The equipment will be capable of detecting and recording the electrical closing and opening of pressure switches as pressure is increased and decreased.
