Text version

The Missouri Basin Region of the Bureau of Reclamation, Eastern Colorado Area Office, intends to issue a Request for Quotation (RFQ) for a firm fixed-price purchase order to perform annual & biennial maintenance for three groundwater pumping wells and their 100HP vertical turbine pumps located near 749 Highway 91, Leadville, Colorado.

This maintenance on the wells and the pumps must be performed concurrently, but offerors are welcome to provide a quote to perform maintenance on only the wells, on only the pumps or on both the wells and the pumps. If an offeror chooses to provide a quote to perform maintenance on only the wells, that offeror will be required to affirm they agree to work in good faith with the government and the other contractor performing maintenance on the pumps (or vice-versa).

TASK 1: Alternate-year (every 24 months) Dewatering Pumps 1 and 2 at Station 10+25

• Travel to Leadville Treatment Plant and check in with plant supervisor to review

Job Hazard Analysis, Special Work Permit and Contractor work plan.

• Mobilize pump rig to 10+25 pump station, approximately 1 mile of unimproved forest road, and set up pump rig.

• Motors will be disconnected by Reclamation staff

• Remove two (2 each) existing 100 HP motors and vertical turbine pumps

(approximately 130 feet of 8-inch column pipe and shaft/ oil tube) from each well.

Bring enough cribbing to lay out 20-foot lengths of pipe and shaft on the ground adjacent to wells.

• Conduct pre-cleaning video of each well per Task 2.

• Inspect pumps to verify that shafts, oil tubes, bearings, and impellers are in good working condition, rebuild pump bowls, and ensure there are no restrictions effecting flow or performance curves.

• After wells have been cleaned and post-clean video inspection is complete per

Task 2, Return to work site and replace pumps, oilers, and motors per AWWA

E102-17, (https://store.awwa.org/AWWA-E102-17-Submersible-Vertical-Turbine-

Pumps-PDF) to be fully operational following completion of work.

• Additional materials required for this Task include but are not limited to:

o Three (3) 5-gallon buckets of Chevron Rando 32 or equivalent turbine drip oil (approximately 8 gallons per pump)

TASK 2: Alternate-year (every 24 months) Dewatering Wells 1 & 2 at Station 10+25

• Video camera (high quality resolution) inspection of both well casings and screened portions of wells, prior to cleaning to assess level of scaling obstruction on screens since last cleaning.

• Clean well screens using an up to 10,000 psi hydro-jetting or equivalent method to remove heavy calcium and iron precipitate scaling.

• For jetting Wells 1 and 2, water can be pumped from the opposite well. Wells are approximately 30 feet apart. Contractor may also supply their own water.

• Wait until water turbidity clears up adequately to perform post-cleaning video inspection. This may take 1-3 days.

• For Pre- and Post-cleaning video inspections, prepare as thumb drive and provide to Reclamation with written report for documentation purposes recording well condition.

TASK 3: Annual Dewatering Pump 3 at Station 46+96

• Mobilize pump rig to 46+96 pump station, approximately 4 miles (2 miles of unimproved mining road) from plant. Set up rig.

• Remove existing 60 HP motor and vertical turbine pump (approximately 250 feet of 8-inch column pipe, shaft/ oil tube, and externally mounted 1.5” pvc level transducer tube).

• Reclamation staff will retrieve and clean column pipe and shafts (this takes one-two days between removal and replacement), and will return after cleaning to the cribbing at the well.

• Replace pump bowl with new or rebuilt pump bowl assembly provided by

Reclamation.

• Re-install pump and re-attach level transducer pipe to the outside of the column shaft with banding tool or metal straps. Ensure that transducer tube is aligned with the hole in the pump base where transducer is inserted.

• Clean, inspect, and rebuild the pump bowl assembly which was removed. (See parts list attachment) and return it to Leadville Plant.

• Additional materials provided by contractor and required for this Task include:

o Three (3) 5-gallon buckets of Chevron Rando 32 or equivalent turbine drip oil o 30 – 2 ½” ID PVC vinyl end caps to seal oil tube/shaft ends to prevent contamination during transportation and cleaning of column pipe sections o 30 – metal band straps for securing 1” pvc level sounding tube to outside of 8” column pipes

This requirement is being advertised under the North American Industry Classification System (NAICS) Code 561210 “Facilities Support Services” and PSC J046 “Maintenance, Repair and Rebuilding of Equipment - Water Purification and Sewage Treatment Equipment.”
