Presolicitation Notice of Proposed Contract Action - Presolicitation Notice to Award a Sole Source procurement for the procurement of Autodesk Subscription Licenses.

The United States Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC) is issuing this notice in order to publicize its intentions to execute one (1) sole-source, firm-fixed priced contract award to DLT Solutions, LLC for Autodesk for Government Enterprise Licenses, a suite of commercial off-the-shelf (COTS) software products in support of the Autodesk systems license subscriptions in accordance with (IAW) RFO 5.101 Presolicitation Notice.

USACE Engineering and Research Development Center (ERDC) Information Technology Laboratory (ITL), has a requirement for a suite of commercial-off-the-shelf (COTS) software that is compatible with the current software, and resultant output data, which supports ongoing USACE engineering design projects. CEHNC intends to issue a non-competitive Firm Fixed Price Blanket Purchase Agreement (BPA) call order against General Services Administration (GSA) Schedule 70 - General Purpose Commercial IT Equipment, Software, and Services with DLT Solutions as directed by the mandatory source Department of War (DoW) Enterprise Software Initiative (ESI) for the required Autodesk Licenses. Autodesk Licenses are required as the USACE enterprise has generated thousands of USACE design and construction projects using the Autodesk platform and currently full interoperability between Computer-Aided Design/Building Information Modeling (CAD/BIM) platforms does not exist and therefore these licenses are required for existing projects as well as future projects.
