About this file
This is a Presolicitation Notice for a one-year subscription to the Sirsi Dynix Symphony integrated library system (ILS) for the Army Research Laboratory's Technical Library. The procurement will be conducted as a sole source acquisition under FAR 6.103-1 (Only One Responsible Source) using Simplified Acquisition Procedures. The intended sole source is Sirsi Corporation, located at 3300 North Ashton Boulevard, Lehi, Utah 84043-5340 (CAGE: OEXJ8, UEID: SY2GHYYMJFA3). The justification for sole source procurement is based on the proprietary and copyrighted nature of the Sirsi Dynix software, which operates the ARL's ILS and is protected intellectual property with no authorized alternative vendors available.
The procurement is being conducted by the Army Contracting Command - APG Adelphi Division, with Morgan Evans serving as the Contracting Officer. The PSC Code is 7630 and the NAICS Code is 519210. Although this is a sole source intent notice, any responsible source believing it can meet the requirement may submit a capability statement, proposal, or quotation. Responses must be received by 12:00 p.m. Eastern Standard Time on Thursday, April 23, 2026, and should be submitted via email to meghan.d.dumler.civ@army.mil. The anticipated award date is May 4, 2026. There are no set-asides applicable to this procurement.

3. PSC Code: 7630
4. NAICS Code: 519210
5. Description:
The Army Research Laboratory’s (ARL) Technical Library requires the procurement of a one (1) year subscription of Sirsi Dynix Symphony integrated library system (ILS) to maintain records of the library's books, journals, and reports, both in print and digital formats.
6. This is a notice of intent to sole source, using Simplified Acquisition Procedures. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
7. The anticipated award date is 04 May 2026.
8. All responsible sources may submit a quotation, which will be considered by the agency.
9. The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1, Only One Responsible Source. That source is Sirsi Corporation, 3300 North Ashton Blvd, Lehi, Utah 84043-5340 (CAGE: OEXJ8 and UEID: SY2GHYYMJFA3). A sole source acquisition is justified because the required capability relies on proprietary, copyrighted software that operates the ARL Integrated Library System (ILS) for the ARL Technical Library. This software is protected intellectual property, and no other vendors are authorized to provide, modify, or support it without infringing on those rights. As a result, competition is inherently limited, and only the rights holder (or an authorized provider) can meet the Government’s requirement. Awarding to Sirsi Corporation is necessary to ensure continuity of operations and compliance with intellectual property restrictions.
10. Response Date: Thursday, 04/23/2026, no later than 12:00pm Eastern Standard Time
Responses to this notice are due on or before 12:00pm Eastern Standard Time on Thursday, 04/23/2026 by email to meghan.d.dumler.civ@army.mil
