PRE-SOLICITATION NOTICE

Solicitation No. 19GE5024R0009

The Regional Procurement Support Office (RPSO) Frankfurt hereby provides the following Pre-solicitation Notice in respect of the issuance of a Request for Proposal (RFP) for:

Justice Sector Assistance Program

U.S. Embassy Jerusalem, Israel

The solicitation may result in award of a firm-fixed price Indefinite Delivery/Indefinite Quantity

(IDIQ) contract in the first quarter of year 2024. It is anticipated that the IDIQ contract will be of a base period of one (1) year with four (4) option years.

This acquisition is subject to the World Trade Organization Government Procurement Agreement

(WTO GPA) and Free Trade Agreements (FTA). The scope of work requires the successful contractor to provide personnel, equipment, and all necessary resources for provision of Justice

Sector Assistance Program (JSAP). The successful contractor shall develop and implement flexible, timely, and innovative approaches to support civilian justice efforts to improve the rule-of-law in the West Bank, in a manner which promotes accountability, transparency, human rights, and public respect.

The solicitation package/documents will be placed on SAM.gov as soon as it becomes available.

Companies shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform work in Israel. Furthermore, registration in the System for Award

Management (SAM) database is mandatory to be considered for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at the help tab of https://www.sam.gov.

Interested companies are reminded that the requirement to obtain a Unique Entity Identifier and register in the System for Award Management (SAM) is mandatory for contract award. To register for a Unique Entity Identifier and the System for Award Management (SAM), please visit www.sam.gov.

Solicitation and award will be subject to laws and regulations of the United States of America.

This requirement is being fulfilled utilizing Simplified Acquisition Procedures.
