PREQUALIFICATION REQUIREMENTS, BASIS OF INVITATION TO
PARTICIPATE IN ACQUISITION, CRITERIA, RATING SYSTEM AND DEFINITIONS
1. OVERVIEW
This is a Prequalification of Sources Notice, in accordance with the procedures authorized by DFARS 236.272, for the East Campus Venona Road Widening (Venona Rd) Project.
This is not a solicitation. The U.S. Army Corps of Engineers (USACE) Baltimore District will solicit offers for a Firm Fixed Price Design Bid Build contract in support of the
Maryland Procurement Office (MPO), Ft. Meade, MD, after the prequalification of sources.
Project Description:
This project will be located at Fort George G. Meade, Maryland. In accordance with DFARS
236.204 – Disclosure of the magnitudes of construction projects, the magnitude of this project is between $10,000,000 and $25,000,000. The North American Industry Classification System code (NAICS) for this acquisition is 237310 – Highway, Street, and Bridge Construction. The solicitation is anticipated to be issued to prequalified firms in fiscal year 2026, first quarter.
Per the project Scope of Work (SOW), Venona Road, located at Fort George G. Meade, Maryland, will be upgraded to a four-lane roadway, extending eastward and northward from the intersection of O’Brien Road, Samford Road, and Venona Road to south of Ultra Avenue. The new lanes will be south and east of the existing alignment, featuring a grassy median with access lanes.
Project elements: Addition of two lanes to Venona Road, retention walls (based on site conditions and space); drop-arm vehicle barriers near Venona Road; an automated emergency access gate from Taylor Avenue to Venona Road; a pedestrian sally port; security pull-outs and fence access roads; and trailers in the former golf clubhouse parking lot for the East Campus
Integrated Programs Office (ECIPO).
The SOW includes security features for the Taylor Avenue gate, integration with the Perimeter
Security Anti-Terrorism (PSAT) fence (including M50 P1 Certified Cable Barrier), and road realignment on Taylor Avenue. Supporting infrastructure will be constructed for site circulation, stormwater management, security, lighting, and landscaping, integrating with the East Campus.
Improvements include installing new or expanded utility services and distribution systems. Site preparation covers clearing, grubbing, cut and fill, grading, and erosion/sediment control.
Construction will maintain traffic flow. The prime contractor or joint venture partners must have experience managing road projects and developing/implementing Maintenance of Traffic (MOT) plans.
The project requires coordination with stakeholders/utilities (including BGE) and obtaining necessary construction permits/approvals. The contractor will implement erosion/sediment control measures (e.g., silt fencing, sediment basins, temporary seeding) and ensure proper waste disposal per regulations.
The project scope includes a base bid and bid options.
This is a 100% Small Business Set-Aside.
The Prequalification of Sources for this acquisition will be open to all interested small business owners/contractors.
The Government will evaluate the responses for two criterion: 1) Statement of Affiliation (SOA)
Approval and 2) Responsible Small Business. Respondents shall be required to confirm compliance with DFARS 252.209-7002, Disclosure of Ownership or Control by a Foreign
Government via completion of a Statement of Affiliation (SOA) form (Attachment A).
Responses must be complete, be certified as correct information, and must adhere to the prescribed SOA format. The Respondents shall be small businesses under the size standard of
NAICS 237310 and determined responsible in accordance with FAR 9.104.
The Government will review the prequalification information for acceptability (all prequalification requirements will be reviewed and rated as “GO/NO-GO”), to determine a list of qualified/prequalified interested contractors.
Interested contractor’s responses must be rated “GO” for the Prequalification requirement in order to be prequalified/qualified to move on to consideration for the Source Selection evaluation.
All respondents to the Prequalification of Sources Notice will be informed in writing whether they are invited to participate in the resultant acquisition or, based on the information submitted, that they are removed from consideration for the Source Selection evaluation.
Only interested contractors that meet the prequalification criteria will be considered for the subsequent Source Selection, at which time, they can expect to receive a Request for Proposal
(RFP) solicitation document, including plans and specifications.
The Government intends to solicit offers via a request for RFP from only the pre-qualified
Respondents. The Source Selection evaluation, following the Prequalification, will be based on the responses to the RFP. The solicitation package will be sent directly to the Respondents selected from the Prequalification (this information will NOT be posted on Sam.gov).
2. GENERAL INSTRUCTIONS
Interested contractors shall submit a response to this Prequalification of Sources Notice. One (1) digital volume shall be submitted for Prequalification.

3. REQUIREMENTS FOR PREQUALIFICATION
The Government will review responses to determine whether or not the interested respondent’s response meets the minimum acceptable requirements as stated for the requirement to determine a “GO” or “NO-GO” rating. The Government will not review the Prequalification responses to determine strengths.
The Government will evaluate SOA’s submitted by each of the responders to determine if any significant weakness results in a response being considered deficient which would result in a
“NO GO” rating and remove an Respondent from further consideration for the source selection evaluation.
A firm or subsidiary of a firm will not be advanced to the source selection phase if it is determined to be under foreign ownership or otherwise demonstrates an affiliation with a foreign country that sponsors or assists terrorism or is an intelligence threat, in a manner to control or influence the operations or management of this project. To be considered for the prequalified list, Respondents must receive a rating of “GO”.
A rating of “NO-GO” for the Prequalification requirements will result in an interested contractor being removed from consideration for the Source Selection evaluation.
The Government will not carry over “evaluations” from the Prequalification for consideration in the Source Selection.
