About this file
This document is a Pre-Proposal Conference minutes for a VA construction project at the Wichita VAMC. The solicitation (36C25525R0092) is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses to prepare a site for a fluoroscope, with a project cost estimated between $500,000 and $1,000,000 and a 196-calendar-day performance period. Key requirements include the prime contractor performing 15% of labor, maintaining facility operations during construction, and submitting electronic proposals to specific VA contracting personnel.
The procurement will use a Best Value Trade-Off selection process, with five non-price evaluation factors: Prime Contractor Construction Experience, Project Execution, Key Personnel Experience, Prime Contractor's Safety Plan, and Past Performance. These non-price factors are significantly more important than price. Offerors must submit a technical proposal, price proposal, original bid bonds, and a surety letter detailing bonding capabilities. Proposals are due by an unspecified date, with questions accepted until June 11, 2025, at 3:00 PM Central, and all interested contractors must check sam.gov for potential amendments.
