About this file

This is a preliminary bid scoring tabulation sheet from the Oregon Department of Fish and Wildlife Procurement Services for an archaeological services contract supporting 2025 Cultural Resource Surveys for Bonneville Power Administration (BPA) funded screen and passage sites. The project involved Phase I Archaeological Investigations across twenty-six locations in Grant, Wallowa, and Wheeler counties, focusing on cultural resource surveys at fish screen, passage, and habitat structures. Three vendors submitted proposals in response to OregonBuys Bid #S-63500-00014032, with proposals due by June 24, 2025. The contract was anticipated for execution around July 14, 2025, with work completion required by December 31, 2025. Deliverables include comprehensive archaeological reports with site forms, artifact catalogues, and National Register of Historic Places eligibility determinations. The evaluation utilized a three-member panel scoring system with a maximum possible combined score of 300 points, comprising 100 points from technical evaluation per panelist plus 25 points from estimated fees.

The three bidders and their respective total scores were: ASM at $34,944.00 with a total score of 226 points; Eocene at $111,520.00 with 173.83 points; and Sundance at $144,244.87 with 178.06 points. ASM received the maximum 25 points for pricing evaluation, while Eocene and Sundance received 7.83 and 6.06 points respectively based on their higher fee proposals. Technical evaluation scores from the three panel members for ASM ranged from 63 to 75 points for a technical sub-score of 201; Eocene received scores of 53 to 58 for a sub-score of 166; and Sundance received scores of 54 to 59 for a sub-score of 172. The contract is funded by the Bonneville Power Administration and requires contractors to conduct tribal outreach, obtain necessary archaeological permits, and comply with State Historic Preservation Office guidelines. Contractors must meet the Secretary of the Interior's professional standards for archaeological work.
