About this file
This is a preliminary bid scoring tabulation sheet from the Oregon Department of Fish and Wildlife Procurement Services for an Archeologist position supporting a 2025 Cultural Resource Survey for Fifteenmile Creek Fish Ladder, referenced as OregonBuys Bid #S-63500-00015040. Seven vendors submitted bids for consideration: ASM, Eocene, ICF, Paleowest, Stell, Trileaf, and Westland. A three-member evaluation panel scored each bid, with individual panel members awarding up to 100 points based on technical qualifications. The scoring methodology incorporated estimated fees, with a maximum of 25 points available from pricing considerations, resulting in a possible combined score of 300 points across all three panel members.
Vendor pricing ranged from $4,250.00 (Trileaf) to $58,914.70 (Stell), with final combined scores ranging from 115 points (Trileaf) to 183.30 points (Westland). Westland achieved the highest total score of 183.30 points, comprising a technical sub-score of 177 points and 6.30 points from estimated fees. Trileaf, despite offering the lowest bid price, received the lowest evaluation score of 115 points due to minimal technical scoring from the panel members. The scoring results indicate that technical qualifications and experience were weighted significantly more heavily than cost in the evaluation process.
