About this file
These are the Pre-Bid Conference Minutes for the Springfield Hospital Center (SHC) Fire Protection System 5 Year Maintenance Inspection, issued for Solicitation #BPM052690. The project involves conducting 5-year maintenance inspections of fire protection systems across 16 buildings on the SHC campus, with work to be performed in accordance with current NFPA standards and federal, state, county, and local codes. The contract term is approximately one year, beginning around October 1, 2025, with bids to be submitted online via eMaryland Marketplace Advantage by September 23, 2025, at 10:00 a.m. The procurement is an Invitation for Bid (IFB) process, with the department intending to make a single fixed-price contract award.
The pre-bid conference minutes reveal key technical details about the inspection scope, including that the project will involve testing sprinkler heads (both ligature and ligature-resistant types), examining standpipes in specific buildings, and inspecting concealed spaces like the M&S building tunnel and Hitchman mechanical room. Notably, several historical documents are unavailable, including hydraulic calculations, previous inspection reports, system age documentation, and tank installation records. Repairs exceeding $500 will be evaluated on a case-by-case basis, with SHC determining the repair approach. Vendors will have full building access but must be escorted, and inspections can be phased, prioritizing buildings due for their 5-year review.
