About this file

This is a Memo for Record documenting a sole source determination for contract 89243125PSC000349 awarded to Coveo Software Corporation. The Department of Energy's Office of Scientific and Technical Information (OSTI) requires renewal of Coveo Software for Sitecore subscription for their Office of Science Content Repository website. The contract was awarded for $32,193.00 for the period of February 7, 2025 through January 30, 2026.

The sole source justification states that Coveo's cloud services are integral to the website's core functionality, and changing software would require complete system rearchitecture. Market research through GSA Library searches found no other viable sources that could provide the required functionality. The procurement falls under NAICS code 423430 (Computer and Computer Peripheral Equipment and Software Merchant Wholesalers) with a size standard of 250 employees.

MEMO FOR RECORD

Sole Source Determination

89243125PSC000349 - Coveo for Sitecore

The U.S. Department of Energy (DOE) Office of Scientific and Technical Information (OSTI) plans to contract by means other than full and open competition. This requirement is being procured in accordance with the Federal Acquisition Regulation (FAR) 13.106-1(b)(1) and FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, as promulgated by 41 U.S.C. 3304(a)(1). The award of a firm-fixed price contract is anticipated to Coveo Software Corporation.

OSTI currently utilizes the Coveo Software for Sitecore for the Office of Science (SC) Content Repository (CR) website. Coveo's cloud services are integral to the SC CR core functionality; failure to renew this subscription will prevent the SC CR from rendering content to both internal and external customers.

Changing to a different software application would necessitate a complete re‐architecture of the SC CR website system currently in place. Coveo Software for Sitecore is only available software that will integrate with existing configurations, thereby precluding consideration of a product manufactured by another company and market research indicates other companies’ similar products, or products lack the particular feature, do not meet, or cannot be modified to meet, our needs.

The total contract amount is $32,193.00. The period of performance is February 7, 2025, through January 30, 2026. The applicable NAICS Code is 423430, Computer and Computer Peripheral Equipment and Software Merchant Wholesalers, with a size standard of 250 employees.

Market research was conducted in accordance with FAR Part 10 and included GSA Library searches for contractors that could provide the required software. The results of this research indicated that there were no GSA contractors and Coveo Software Corp. was the only viable source. Therefore, there is no anticipated area of competition.

As a result of no expectation of competition and in accordance with FAR Part 6.302-1(a)(2), it is determined to be in the best interest of the Government to award a purchase order to Coveo Software Corporation in the amount of $32,193.00 as the Contracting Officer determined only one reasonable source was available for this procurement.
