About this file
This is a pre-submittal meeting presentation for the City of Napa's Downtown Parking Structure Feasibility Study RFP, delivered by a cross-departmental project team including the Community Development and Public Works departments. The City is seeking professional services to conduct a comprehensive feasibility study evaluating two potential downtown parking structure sites: the Cinedome Site Area and Lot A. The project is structured in two phases—Phase 1 involves site and context analysis, parking demand assessment, conceptual layouts, cost estimates, stakeholder engagement, and recommendations to City Council (10% design level); Phase 2 includes schematic design development, engineering schematics, cost modeling, and funding strategy (30% design level). Key tasks encompass field assessments, demand analysis, conceptual layout options, targeted community outreach, and presentations to City Council. The RFP was issued November 3, 2025, with a pre-submittal meeting held on November 20, 2025, a request for information deadline of November 21, 2025, and a proposal deadline of November 28, 2025. Interviews are tentatively scheduled for December 1-5, 2025, with notice of selection by December 8, 2025, contract approval and award by December 19, 2025, and services commencing January 5, 2026.
Proposals must not exceed 20 double-sided pages (40 single-sided pages), excluding cover, table of contents, and appendices. The total not-to-exceed budget for both Phase 1 and Phase 2 combined is $200,000, with budget broken out separately for each phase and Phase 1 identified as the highest priority. Respondents must provide general qualifications, staffing plans, proposed scope of services with timeline, and pricing on either an hourly or lump-sum basis. Evaluation criteria include general qualifications (15 points), relevant experience (15 points), proposed staffing (15 points), pricing and schedule reasonableness (15 points), proposed approach (10 points), responsiveness (10 points), references (10 points), and interview performance if requested (10 points). The City seeks teams with holistic expertise in parking structure engineering, site planning, cost modeling, urban design, and community engagement, including consideration of existing features such as the farmers market and surrounding developments.

Project Background
Redevelopment assumptions highlight need for new public parking facilities to support future growth City assessed publicly owned sites suitable for new parking structure City Staff recommended and City Council approved feasibility study on two sites #1 = Cinedome Site Area (including NapaSans-owned property/Skate Park) #3 = Lot A
Legend
Downtown Boundary Parking Exempt District Public Owned Sites Existing Garages Private Owned Sites
Sites
2018 Cinedome Masterplan had two garage options of ~350 spaces; have since reimagined for housing and commercial Study Area 1: Private property in blue, City property in orange, Farmer’s market twice per week.
Study Area 2: Napa Sanitation Site
Redevelopment potential nearby Existing 2nd Street Garage next to site Given core, thoughts on ground floor commercial to activate frontage
Conduct a Feasibility Study for the development of a new parking structure in Downtown Napa.
Level of work meant to support City Council in decisions around funding, project scope, and future delivery method. Looking for early schematic drawings, preliminary engineering sufficient for estimating – not full engineering or procurement materials
The project is broken down into two phases:
Phase 1: Feasibility & Site Recommendation. The project will assess the CineDome and Parking Lot A sites to prepare comparative recommendations for City Council consideration (10% design).
Phase 2: Preliminary Design Documents (replaces prior reference to “bridging documents”). Produce preliminary design documents for one (1) site based on Phase 1 results and Council direction (30% design).
Project Purpose
Want teams that can think holistically, not just about parking structure engineering but about site planning, cost modeling, urban design and community elements like the farmers market
Task 1: Site and Context Analysis Field assessments, policies, and constraints Task 2: Parking Demand and Functional Assessment Demand, new development, and operational & community considerations Task 3: Conceptual Layouts and Preliminary Cost Estimates Concept options, cost estimates, and opportunities Task 4: Targeted Stakeholder Engagement Partner and community outreach Task 5: Analysis and Site Recommendation Present findings to City Council
Phase 1: Feasibility & Site Recommendation Deliverables:
Site Analysis Report Demand and Functional Assessment Conceptual layouts and Cost Estimates Summary of Outreach Presentation Materials for City Council
Task 6: Schematic Design Development Schematic-level design drawings Task 7: Engineering and Structural Schematics Structural and Engineering schematics Task 8: Cost Modeling and Funding Strategy Detailed cost estimates and financing mechanisms Task 9: Final Report and Presentation Deliverables and recommendations to Staff and City Council
