About this file
This is a pre-submission conference sign-in document and notes from the Illinois Department of Natural Resources (IDNR) for the AML 2419 Amax Coal Culvert Reclamation Project (Project Number AML-IFuE-2419), held on March 4, 2026, at the project site approximately 1,000 feet west of 4633 E. Quarter Road in Ipava, Illinois. The project involves removing two severely deteriorated corrugated metal culverts and replacing them with 84-inch HDPE smooth interior Class 40 pipe culverts, stabilizing stream banks with riprap installation, constructing a temporary cofferdam for flow control during construction, and performing associated grading and erosion control work. The conference covered critical work specifications including construction signage requirements per sheet 7 of plans, cofferdam construction using aggregate, work pads, temporary culverts and pumps, riprap installation (RR4) with filter fabric but no bedding stone, and slope repair using excess excavated earth. IDNR personnel addressed bidding requirements including Business Enterprise Program (BEP), Prevailing Labor Agreement (PLA) compliance, and necessary bid attachments. The conference clarified that IDOT District 4 special provisions for aggregate quality apply to the project, that 30-degree mitered cuts on pipe culvert ends may be left square if the manufacturer cannot accommodate the angled cuts, aggregate backfill shall be used to 1 foot above the HDPE pipes and 18 inches on each sides, a 3-foot separation exists between parallel culverts, and straw blanket may be substituted for Mulch Method 2 as shown in the plans.
The pre-submission conference notes confirm that a full road closure is permitted under IDOT standards, requiring coordination with IDNR, the county, and Vermont Road District in advance. The conference occurred on the question submission deadline date of March 4, 2026, with bid submission scheduled for March 16, 2026. The contract term extends from the date of last signature through December 31, 2026, with work required to commence within 10 calendar days of contract execution. Design documentation identified Spirolite pipe supplied by ISCO Industries as the specified product, though the notes indicate other manufacturers and suppliers with products meeting the requirements are likely available. Bidders must be prequalified with the Illinois Department of Transportation and complete at least 51 percent of work with their own organization, with prevailing wage requirements mandating adherence to the Illinois Prevailing Wage Act and maintenance of 90 percent Illinois laborer employment during excessive unemployment periods. The contract includes a 1 percent BEP goal for minority, women, and disabled-owned businesses, and qualified bidders employing at least two current or former coal mine employees may receive preference consideration if their bid does not exceed 2 percent above the lowest bid.

Pre-Submission Conference Notes 3/4/2026
Project Name: Amax Coal Culvert Reclamation
Project Number: AML-IFuE-2419
The pre-submission conference was held on-site approximately 1,000 feet west of 4633 E. Quarter Road in Ipava. All attendees signed in and brief introductions were made.
Lisa Bulinski, IDNR Procurement, summarized bidding requirements, including BEP, PLA, and other forms necessary to attach to bids when submitted.
Brent Guttmann, IDNR AML, briefly described the work items in the summary of quantities:
• A construction project sign is required, and a detail is shown on sheet 7.
• Any excess earth excavation can be used to repair and smooth slopes adjacent to the culverts.
• The cofferdam item is to restrict or control flow during construction using aggregate, work pads, temporary culverts, and pumps.
• No bedding stone is required under the riprap, RR4 – just filter fabric as shown on the cross sections.
• Provided 84” HDPE, Smooth Interior Class 40 pipe culvert product information from design documents – Spirolite pipe with a corrugated exterior and smooth interior was identified by the designer for this item. Product data included in the design documents indicates that Spirolite pipe is supplied by ISCO Industries (www.iso-pipe.com or phone 1-800-241-4175). There are likely other pipe manufacturers and suppliers that have a product that meet the requirements for this item of work.
• Plans call for the ends of the 84” diameter HDPE pipe culverts to be mitered at 30 degrees by cutting. If the manufacturer cannot fabricate the pipe culverts in this way or does not recommend cutting of the pipe culverts, the ends of the pipe can be left square.
• Per IDOT specifications, aggregate backfill shall be used to an elevation 1 foot above the HDPE pipe culverts and 18 inches on each side of the pipe. There is a 3 foot separation shown on the plans between the parallel pipe culverts. Backfill at the ends of the pipes shall consist of 3 feet of compacted impervious soils the full depth of the trench.
• A full road closure is allowed for this project per the IDOT standards listed in the general notes on sheet 2 of the plans. This includes Type 3 barricades, Road Closed Ahead, and Road Closed 500 feet Ahead. The closing of East Quarter Road shall be coordinated with IDNR so that they can inform the county and Vermont Road District in advance.
Additional questions asked and RESPONSES (shown in bold) during the conference:
• Does the IDOT District 4 special provision for aggregate quality apply to this project? YES, IT
DOES.
• Can straw blanket be substituted for the small quantity of Mulch, Method 2 shown in the plans?
YES, STRAW BLANKET CAN BE USED IN LIUE OF MULCH, METHOD 2.
