SUBJECT: ADVERTISEMENT OF THIRD PORT IMPROVEMENTS PROJECT, FT.
EUSTIS, VIRGINIA
THIS IS A PRE-SOLICITATION NOTICE. THIS IS NOT A SOLICITATION. DO NOT
SUBMIT BIDS OR QUESTIONS IN RESPONSE TO THIS NOTICE.
It is anticipated that the solicitation will be posted on Procurement Integrated Enterprise Environment (PIEE) website at https://piee.eb.mil/ on or about June 2022. The solicitation is anticipated to be posted for 30 calendar days.
The Norfolk District, Corps of Engineers will be issuing a solicitation for an UNRESTRICTED, firm fixed price, Invitation for Bid (IFB) for the Third Port Improvements Project located in Ft.
Eustis, VA.
DESCRIPTION OF WORK
The Norfolk District, Corps of Engineers is contemplating a firm-fixed-price contract for the 3rd Port Improvements project sponsored by Joint Base Langley-Eustis. The main objective of the project is to remove three existing piers and replace with three new piers that will accommodate five new vessels, MSV (L), to replace deteriorating bulkheads from pier 8 through pier 14, where the new finger piers will be located, remove a mooring pile line located along the northern edge of the current maintenance dredging prism and re-align the line further east, away from encroaching land, and dredge in the area if the new finger piers and mooring pile lines. The utilities for the vessels will be updated as well to accommodate the requirements of the new vessels. The new utility work will include new sanitary sewer (SS) lines from the new pier locations over to the nearest SS manhole, new bilge lines that will run from the new pier locations up to an existing holding tank, and new electrical distribution lines and transformers will be required to provide shore power to the new vessels. Dredging of the creek bottom in the finger piers to a depth of 17 feet will be required. Up to one (1) foot of over depth will be allowed. Dredging shall be accomplished by mechanical and/or hydraulic means and methods with dredged material hydraulically placed by pipeline into the nearby upland placement site, Fort Eustis Dredged Material Management Area (FEDMMA).
Liquidated Damages shall be assessed in the amount of $780.00 for each day of delay.
The Magnitude of Construction is between $10,000,000.00 AND $25,000,000.00.
The NAICS code applicable to this requirement is 237990, with a small business size standard of $39.5 million.
The effort will be solicited and awarded utilizing the Sealed Bid procedures under FAR Part 14.
CONSTRUCTION TIME
Anticipated solicitation issuance time frame is on or about June 2022. The construction period of performance will be approximately 365 calendar days from the issuance of Notice to Proceed
(NTP).
THIS PROJECT IS AN UNRESTRICTED PROCUREMENT SEALED BID WITH
DEFINITIVE RESPONSIBLITLITY CRITERIA. This contract will contain a Definitive Responsibility Criteria, or DRC. Definitive Responsibility Criteria are specific and objective standards established to inform the Contracting Officer’s responsibility in accordance with FAR 9.104-2. These criteria are in addition to the criteria in FAR 9.104-1 and allow the Contracting Officer to assess whether the apparent low bidder can demonstrate the expertise and specialized capabilities needed for adequate contract performance. The inability of a contractor otherwise eligible for award to demonstrate minimally acceptable experience as measured by the DRC may result in the Contracting Officer determining the contractor is not responsible.
The submission responding to the DRC must be provided in the form of a written detailed narrative, with a page limitation that shall not exceed three (3) pages for each listed DRC. A submission will only be required from the apparent low bidder and must be submitted within three business days of the bid opening.
The written narrative for the DRC listed below must demonstrate a bidder’s successful completion of a contract(s) demonstrating the following three performance elements. The experience may be, but does not need to be, demonstrated in a single contract and may be demonstrate through more than one contract. To be deemed qualifying experience, the contract must have been completed within the past five (5) years of the initial date of this solicitation. The experience provided should be relevant to show the capability of the Contractor to complete the scope of work and adhere to requirements as outlined in provided specifications.
The Definitive Responsibility Criteria is provided as follows:
1. Experience in driving concrete/wood/steel and sheet piles in a marine environment.
2. Experience in the construction of concrete pier structures.
3. Experience managing and performing earthwork at an existing dredge disposal facility.
4. Experience in dredging and piling, debris removal in a marine environment.
The bidder shall provide the following:
▪ Project number and name of agency or owner for each project provided as experience.
▪ Period of performance of the project.
▪ Brief description of the work completed and of the work completed by the bidder for each criterion.
▪ Bidders may use one or more projects to demonstrate past experience in each criterion. The same project may be used in response to multiple criteria if it meets each DRC’s experience requirements.
If a subcontractor will be used to complete a work component of a bidder’s project experience, the bidder shall provide the following:
▪ Name of the subcontractor;
▪ Project number and name of agency or owner for each project provided as experience;
▪ Period of performance of the project;
▪ Brief description of the work completed;
▪ Subcontractor experience will show successful completion for the time specified in each criterion.
The Government intends to award a firm fixed price contract using INVITATION FOR BID WITH PRE-AWARD SURVEY and procedures outlined in FAR 36 and FAR 14. Pre-award survey will determine contractor responsibility in accordance with FAR 9.104 and 9.106.
Bidders will be evaluated on both pre-award survey and conformance to the solicitation and price. The Government reserves the right to reject any or all Bids; and to award the contract to other than the lowest total price and to award to the bidder submitting the lowest bid determined by the Government to be responsible. Bid bonds will be required with bid submittals. In addition, the awardee must be found responsible in accordance with FAR 9.1. The below Pre-Award Survey Information will be requested of the apparent low offeror. This information is not required to be responsive to the Invitation for Bid.
a) Current commitments and expected dates of completion.
b) One (1) signed bank reference demonstrating adequate financial resources. If bidder’s firm has a line of credit – provide information on how many figures bidder can borrow against the line of credit (i.e. medium 6 figures – exact line of credit is not required).
c) The bidder shall provide the latest three (3) complete fiscal year financial statements for the prime contractor, certified by an independent accounting firm, if practicable, or signed by an authorized officer of the organization. Submit evidence of availability of working/operating capital, which will be used for the performance of the resultant contract. For Joint Venture arrangements, submit the latest three complete fiscal year financial statements for each company in the Joint Venture and discuss the financial responsibilities among the companies. The Government may also utilize Dun & Bradstreet reports to evaluate the financial capacity of the bidder.
This notice does not constitute an invitation for bid. The IFB and accompanying documents will be issued electronically and will be uploaded to the Procurement Integrated Enterprise Environment (PIEE) website at https://piee.eb.mil/ on or about June 2022. Notification of any changes to this pre-solicitation will only be made on this website. Therefore, it is the offerors responsibility to check the website regularly for any posted changes to the pre-solicitation notice, release of the solicitation, specification, drawings, and all subsequent amendments. Telephone calls or written requests for the IFB package will NOT be accepted. Prospective bidders are responsible for monitoring at https://piee.eb.mil/ to respond to the solicitation and any amendments or other information regarding this acquisition.
