About this file

This is a Pre-Solicitation Notice for a vehicle procurement by the U.S. Embassy to Angola and S. Tome and Principe. The U.S. Government is soliciting proposals for six vehicles total: three (3) SUVs and three (3) passenger vans to replace current fleet assets. The required vehicles must be 2025-2027 model year in new dealer condition, left-hand drive with automatic transmissions and diesel fuel. SUVs must have 4WD capability with seven leather seats, while passenger vans must feature high roofs and accommodate a minimum of 15 passengers. All vehicles must comply with applicable safety and emissions standards. The post intends to pursue a brand name or equal approach, citing Toyota Land Cruisers and Ford Transit vans as the basis due to fleet integration and parts availability in Angola's limited vehicle support market, though equivalent alternatives meeting specifications are acceptable.

The solicitation number is 19A05026Q0007, issued by the Department of State under NAICS code 441110 (New Car Dealers). Proposals are due by July 12, 2026, with archive scheduled for July 26, 2026. Offerors must be registered in the SAM database prior to submission or provide applicable representations and certifications with their offer. Electronic submissions should be directed to LuandaGSOProcurement@state.gov with a maximum file size of 30MB. Proposals must include warranty and maintenance options, delivery timeline, and delivery to the U.S. Embassy in Luanda, Angola. Primary contact is Contracting Officer Scott A. Stahl and secondary contact is Procurement Agent Demario A. Cacumba. No set-asides apply to this procurement.
