Pre-Solicitation Questions and Answers RFP Number 72051420R00027
Security Awareness and Training Project October 5, 2020
Background: A draft Request for Proposals (RFP) document was posted on beta.sam.gov on July 6, 2020 (DRAFTSOL-614-20-0000, “Draft Security Report and Training RFP”) to solicit industry feedback about the activity and solicitation. USAID reviewed and responded to the questions it received in response to the draft document. These answers are provided below and have been publicized as an attachment to RFP No. 72051420R00027 – Security Awareness and Training Project.
Question 1 Could you also let me know if it is open to US/UK competition?
Answer 1 The solicitation is set aside for local partners. See section L.2 302.3.5.17 LIMITATION ON SUBCONTRACTING TO NON-LOCAL ENTITIES (JULY 2014) for the definition of a local entity and the subcontract limits. The geographic code of the contact is 937 (see section F. 4 Place of Performance).

Question 2 Which is the date of submission of the proposal?
Answer 2 See cover letter for the RFP Issuance Date, Deadline for Questions, and Closing Date and Time for proposals.

Answer 3 There are approximately 1,800 USAID/Colombia staff and implementing partner staff.
