Pre-Solicitation Notice for Design-Bid-Build Construction Project

This pre-solicitation notice announces a proposed Design-Bid-Build (DBB) construction contract for the P084 Next Generation Torpedo Integration Lab at Naval Station Newport, Rhode Island. The primary project involves constructing a 12,920 square foot multi-story steel frame laboratory and office facility to support depot level testing of critical torpedo systems. Construction will include shallow foundations, metal standing seam roof, masonry and metal panel exterior walls, site preparations, underground stormwater retention, mechanical and electrical utilities, telecommunications, landscaping, drainage, parking, and exterior lighting. Bid Option 1 includes construction of the P1016 Consolidated RDT&E Systems Facility (17,978 square feet) with structural steel framing and demolition of Building 1272T (548 square meters). The project completion timeline is 901 calendar days after contract award. The contract value is estimated between $25,000,000 and $100,000,000.

The solicitation is unrestricted for full and open competition using a best value tradeoff source selection process that will evaluate both non-price factors (technical and past performance) and price proposals. Large business concerns must submit a subcontracting plan prior to award. The appropriate NAICS code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45,000,000. A Small Business Search was conducted on May 14, 2026, but the Contracting Officer determined insufficient small business capability for a set-aside; the SBA Procurement Center Representative concurred on June 26, 2026. The formal solicitation (N4008526R0178) will be issued by NAVFAC Mid-Atlantic on or about July 23, 2026, with documents available on PIEE and Sam.gov. Contract award is anticipated in the first quarter of FY27. All prospective offerors must maintain active System for Award Management (SAM) registration. Questions should be directed to Demetrice Jenkins at demetrice.jenkins2.civ@us.navy.mil.
