Pre-Solicitation Notice
The United States Army Special Operations Command (USASOC) has a requirement for Medical Training – Caprine Delivery for the Special Operations Forces (SOF) Medical Courses offered by the Joint Special Operations Medical Training Center (JSOMTC), US Army John F. Kennedy Special Warfare Center and School. The anticipated delivery schedule is a 12-month base year with four (4) one-year Ordering Periods and five (5) Option Years for a total of 10 Years. There are several delivery locations for this requirement: Fort Bragg, NC; Hunter Army Airfield, GA; Fort Campbell, KY; Camp Dawson, West Virginia; Camp Buckley / Joint Base Lewis McChord, WA; Camp Williams and Dugway Proving Grounds (DPG), Utah. The contract type will be Firm Fixed Price (FFP) Indefinite Delivery / Indefinite Quantity (IDIQ) contract.
The Request for Proposal (RFP) shall be as a Small Business Set-Aside under NAICS 112420, Goat Farming, size standard $2,500,000 and could result in one or more Indefinite Delivery Indefinite Quantity (IDIQ) contract awards. The RFP shall be issued using FAR Part 12 Acquisition of Commercial Items, FAR Part 15 Contracting by Negotiation and FAR Part 16 Types of Contracts. The solicitation number for this requirement is H92239-25-R-0006. USASOC intends to award on a competitive basis. Interested vendors shall be registered in System for Award Management (SAM) database prior to contract award.

The Request for Proposal (RFP) is anticipated to be made available to interested industry participants in July-August 2025. The RFP and any subsequent documents will be accessible through the following site only: https://www.sam.gov. The date for receipt of proposals has not been determined but will be provided at the time of solicitation and shall be made available to industry for at least 30 calendar days.
Potential offerors are responsible for monitoring these sites for the release of the RFP package and any subsequent amendments. No paper copies of the RFP will be mailed, and telephone requests will not be honored. Inquiries and any questions regarding the requirement or draft SOW shall be directed to USASOC.HQ.CONTRACTING.OFFICE1.SHDMBX@socom.mil. Due to the unreliability of e-mail, it is the contractor's responsibility to ensure all e-mail requests are received by the USASOC Contracting Office.
