About this file
This document is a Pre-Solicitation Notice from the United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) announcing the intent to award a sole source Cost-Plus-Fixed-Fee (CPFF) contract to Northrop Grumman Systems Corporation (NGSC) for continued research, development, and production of the Advanced Threat Warning Sensor (ATWS)/Common Infrared Countermeasure (CIRCM) System. The proposed contract will focus on software development and engineering support services, with the government citing a lack of intellectual property and technical data to permit full and open competition.

The notice emphasizes that while all capabilities statements will be considered, the determination to compete the proposed contract remains solely at the government's discretion. Potential vendors should submit their materials via email to Contracting Officer Chase Brasher at chase.w.brasher.civ@socom.mil, understanding that the current intent is to proceed with a sole source award under FAR 6.302-1.

Text version
In accordance with Federal Acquisition Regulation (FAR) 5.201 and 5.204, the United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) anticipates contracting on a sole source basis with Northrop Grumman Systems Corporation (NGSC) to procure continued research, development, and production of the Advanced Threat Warning Sensor (ATWS)/Common Infrared Countermeasure (CIRCM) System. The intended award will result in a Cost-Plus-Fixed- Fee (CPFF) Contract.
The proposed contract action is for software development and engineering support services for which the Government intends to solicit and negotiate with only one source under the authority of the FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess and cannot furnish the intellectual property or technical data required for the continued research, development, and production of the ATWS/CIRCM System necessary to permit full and open competition.
Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Any interested source must address how it will meet the system specifications without substantial duplication of cost and schedule. This notice of intent is not a request for competitive proposals. However, all capabilities statements or proposals received within the closing date set in this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
All interested, capable, and responsible sources that would like to respond to this pre-solicitation synopsis are encouraged to provide a statement of interest along with supporting documentation to Contracting Officer Chase Brasher via email at chase.w.brasher.civ@socom.mil no later than 1700 EST 20 June 2025.
