About this file

This is a Pre-Solicitation Notice from the Oregon Department of Transportation (ODOT) on behalf of the City of Dundee for a Transportation System Plan (TSP) Update project (TGM 2A-25). The project will evaluate prior transportation plans, current system conditions, and projected future needs to update the City's 2015 TSP in compliance with Oregon Administrative Rules Chapter 660, Division 12. The updated plan must align with the City's Engineering Standards Manual, Development Code, Oregon Standard Specifications for Construction, and regional transportation plans including the Yamhill County TSP. The solicitation is anticipated to be released as a Mini-RFP under the Transportation Land Use Planning (TLUP) '21 Price Agreement series on OregonBuys no earlier than October 26, 2026, with proposals due approximately 7-30 calendar days after posting. RFP evaluations are expected to occur within 14-36 calendar days from the Bid Opening Date, with the Agency reserving the right to conduct interviews or request follow-up questions. All proposals must be submitted through OregonBuys, and vendors must register in the system prior to solicitation publication.

The TSP Update addresses significant changes in Dundee since 2015, including the completion of the Newberg-Dundee Bypass, accelerated tourism and economic development with 181 approved hotel rooms, increased housing demand driven by the planned 900-unit Riverside District expansion, and community priorities identified through visioning efforts for walkability, safe crossings, river access, and safer student routes. The project will address infrastructure gaps including fragmented sidewalks, missing bike connections, limited east-west crossings, and outdated street classifications. This Pre-Solicitation Notice is not a Request for Proposal or Request for Information, and no proposals should be submitted at this time; all proposals received in response to this notice will be rejected. Questions prior to RFP release should be directed to Michael Duncan at Michael.W.DUNCAN@odot.oregon.gov, with the Single Point of Contact to be identified in the formal RFP document.

Pre-Solicitation Notice for:

City of Dundee, Transportation System Plan (“TSP”) Update (TGM 2A-25)

Interested Parties are advised:

- This is not a Request for Proposal ("RFP") or a Request for Information ("RFI"); therefore, a solicitation package is not provided with this posting.

- Do not submit Proposals or Offers in response to this Pre-Solicitation Notice. All Proposals and Offers received by Agency in response to this notice will be rejected.

- Information provided under this Pre-Solicitation Notice is subject to change.

- This project may be delayed, cancelled, or revised at any time.

Project Synopsis The City of Dundee’s (“City”) TSP Update (“Project” or “Updated TSP”) will provide an evaluation of prior transportation system plans, current system conditions, areas of interest, and projected future needs for serving build-out within the City’s Urban Growth Boundary (“UGB”). The Project will update the City’s TSP adopted in 2015 (“Current TSP”) and be consistent with state of Oregon (“State”) policies, plans, and rules.

The Updated TSP must be compliant with Oregon Administrative Rules (“OAR”) Chapter 660, Division 12, commonly known as the Transportation Planning Rules (“TPR”). The Updated TSP must be in harmony with the City’s Engineering Standards Manual and Standard Drawings, the City’s Development Code, the latest version of the Oregon Standard Specifications for Construction, and other adopted regional transportation plans including the Yamhill County (“County”) TSP.

Background The City is a small but rapidly growing community located along Oregon Highway 99W (“OR 99W”) in the heart of Oregon wine country. The City has approximately 3,200 residents and serves as a regional gateway for wine tourism, hospitality, and outdoor recreation. OR 99W bisects Dundee, currently functioning as its main commercial corridor and busiest travel route. At the same time, it represents a defining opportunity—to evolve from a pass-through highway into a lively, walkable Main Street that anchors community life, supports local businesses, and strengthens safety for people of all ages.

Since the City adopted its current TSP in 2015, several major conditions have changed:

● The Newberg–Dundee Bypass has shifted freight and through-traffic away from OR 99W, creating new opportunities for a more pedestrian-oriented downtown environment.

● Tourism and economic development have accelerated, with 181 new hotel rooms approved and additional commercial/mixed-use development in planning.

● Housing demand and citywide growth have increased, especially with the planned 900-unit Riverside District—an expansion that will reshape local mobility patterns and require safe connections to schools, parks, and downtown.

Management (“TGM”) Program 355 Capitol St. NE, MS 42

● Community visioning (“Destination Dundee”) has identified strong public priorities: walkability, safe crossings, public access to the Willamette River, revitalization of OR 99W, and safer routes for students traveling across the highway to the relocated elementary school.

● Transportation infrastructure gaps have become more pressing, including fragmented sidewalks, missing bike connections, limited east–west crossings, and outdated street classifications that no longer reflect city goals.

The Updated TSP will consider these changes, address the City’s emerging multimodal needs, align transportation and land use decision-making, and ensure that the City is prepared for future investment, development, and regional coordination.
