About this file

This is a Pre-Solicitation Notice for a Request for Proposal (RFP) issued by the Department of Energy's National Nuclear Security Administration (NNSA) for the BADGER IDIQ contract to provide clothing and equipment for federal agents. The solicitation is a 5-year Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract set aside 100% for small businesses, with a Firm-Fixed Price (FFP) structure. The primary requirement is a secure online ordering platform for personal protective equipment and tactical supplies, accessible via web browsers, with features including purchase tracking and order history.

The solicitation includes a base year of 12 months (with a 60-day transition period) and four 1-year option periods. Evaluation will focus on four key factors: E-Commerce Platform, Vendor Relationships & Trade Shows/Customer Outreach, Business Management & Implementation Plan, and Past Performance. The total evaluated price will emphasize the pricing of the "Top 25 Products" most frequently ordered by the Office of Secure Transportation (OST). The pre-solicitation was issued on 12 September 2005, with a closing date of 27 September 2005, and the primary points of contact are Brenda Hamilton and Christin Armijo from NNSA.
