This notice does NOT constitute a request for a quote, proposal, or invitation for bid. The intent of this Pre-Solicitation synopsis is to notify potential offerors of the upcoming solicitation for the vegetation maintenance to fence line areas aboard Greater Sandy Run Area (GSRA), Marine Corps Base Camp Lejeune. The solicitation will be issued in accordance with the most recent Federal Acquisition Circular 2021-06.
The Contractor shall furnish all management, tools material, equipment, transportation, incidental engineering, and other items necessary to provide services to mulch in place all trees, brush, understory, vines, and other vegetation on both sides of the security fence in GSRA. The fence line is approximately 15 miles in length total. The contractor shall also repair unserviceable parts of the GSRA security fence. All grounds disturbed by the contractor shall be repaired by filling with clean topsoil, raking, and reseeding with Lawn Mix applied at a rate of 50 pounds/acre.
The required North American Industry Classification System (NAICS) code for this requirement is 561730, Landscape Services with a size standard of $8.M, and will be verified. This procurement will be a 100% Set-Aside for Certified Small Businesses. The applicable Service Contract Act (SCA) Wage Determination is 2015-4389, Revision No. 16, dated 05/04/2021. A complete copy of the wage determination can be found at https://www.SAM.gov.
The Government anticipates awarding a Firm-Fixed Price (FFP) type contract. This will be a one-time service. All work must be completed ninety (90) days after the date of award.
The Government intends to use FAR Part 15. Lowest Price Technically Acceptable (LPTA).
Specific qualifications and experience must be provided for non-pricing abilities, and the lowest price technically acceptable.
The solicitation will be available on or about 29 July 2021. The estimated date for receipt of proposals is 30 days after the solicitation issue date. This solicitation will be available in electronic format only. Offerors can view and/or download the solicitation at https://www.SAM.gov. Qualified Contractors must be registered in the System for Award Management (SAM), which maintains all of the required certifications to valid: DUNS numbers, Cage Codes, and contractors’ entity status. Contractors are encouraged to register for the solicitation when downloading from the https://www.SAM.gov website. Only registered contractors will be notified by email when amendments to the solicitation are issued, amendments must be signed and return with the submitted proposal. All documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website.
