This presolicitation notice announces a forthcoming procurement by the USDA Animal and Plant Health Inspection Service (APHIS) for maintenance and repair services on laboratory equipment. The acquisition seeks an annual Te-Care Complete service plan for a Tecan Fluent 480 Base Unit (Serial Number 2407006556). The intended source is Tecan U.S., Inc., located in Morrisville, North Carolina, based on their position as the sole manufacturer and authorized seller of Tecan products. The contract will be awarded as a Firm Fixed Price Purchase Order under FAR 12.201-1 simplified procedures. All responsible sources may submit responses, which must be received by Julia Lackey at julia.lackey@usda.gov no later than July 9, 2026, at 12:00 PM Eastern. The anticipated award date is July 15, 2026, with a base contract period running from August 1, 2026, through July 31, 2027.

Quotations will be evaluated using a "Lowest Price, Technically Acceptable" approach based on three criteria: (1) Technical Acceptability—requiring the exact brand name, make, and model specified, with supporting documentation confirming the product is new and meets all delivery requirements; (2) Price—including any quantity discounts or prompt payment discounts for the base period, all option periods, and up to a six-month extension; and (3) Past Performance—assessed as acceptable, neutral, or unacceptable based on demonstrated ability to meet contract requirements, prior USDA contracts, and federal sources including CPARS. Award will be made to the highest technically rated offeror provided their price is fair and reasonable and past performance is acceptable or neutral. No set-asides apply. The NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance), and the Product Service Code is J066 (Maintenance/Repair/Rebuild of Instruments and Laboratory Equipment).

Past Performance:

The Government may utilize any references provided by the Contractor, along with information available from past contracts/orders with the USDA and any information found using sources such as Federal Government sources or the Contractor Performance Assessment Reporting System (CPARS) to determine if the Contractor has acceptable or neutral Past Performance.
