About this file
This is a pre-solicitation instruction document issued by the California Department of Technology (CDT), Office of Statewide Technology Procurement, on behalf of the Governor's Office of Emergency Services (Cal OES) regarding a 9-1-1 Call Processing Equipment (CPE) procurement. The document solicits vendor feedback on draft Request for Proposal 26-16743 and associated exhibits, including bidder qualifications workbooks, technical requirements, cost workbooks for cloud and on-premises solutions, and vendor manuals. Interested vendors must submit all feedback, questions, and confidential meeting requests to the designated CDT Procurement Officers by March 30, 2026, at 12:00 PM Pacific Time. The state is specifically seeking vendor input on overly restrictive requirements, ambiguities or inconsistencies, assumptions vendors will make when responding, and items not included in the RFP. Vendors may request confidential discussions with the state, with up to six participants per vendor attending via Microsoft Teams. Participation in the pre-solicitation feedback process is optional and not required to bid on the subsequent RFP.
Vendors should submit feedback using a provided template that captures vendor name, contact information, subject area, SOW section or requirement numbers, and detailed comments or recommendations. The state emphasizes that while vendor feedback is encouraged, CDT and Cal OES are not obligated to implement suggested changes or respond to submitted questions. Written responses are subject to California's Public Records Act. Interested vendors should direct all submissions to Procurement Officers Amrit Dhillon (amrit.dhillon@state.ca.gov, 916-595-4259) or Cristina Brinzei (cristina.brinzei@state.ca.gov, 916-898-4619). The pre-solicitation is issued for informational and planning purposes only and does not constitute a binding solicitation or contract offer; vendors are responsible for all costs associated with participation in this process.
