PRE-SOLICITATION ANNOUNCEMENT

GOLDEN GATE NATIONAL RECRATION AREA

MOVING CANNONS AT FORT POINT

RFQ No. 140P8621Q0068

The National Park Service (NPS), Golden Gate National Recreation Area (GOGA), located in

San Francisco County, California, has a requirement for the moving of cannons at Fort Point.

The intent of this solicitation is to obtain quotes for the lifting and moving 2 non-historic 10”

Columbiad cannons, a historic 10” Rodman gun barrel, and the historic San Martin cannon within the Golden Gate National Recreation Area.

The Contractor shall provide all labor, equipment, uniforms, supplies, materials, supervision, and incidentals necessary to satisfactory perform services in the manner and at the frequencies set forth in the Statement of Work.

This procurement is set-aside for Total Small Business concerns only. All responsible sources with Small Business status may submit a quote which, if timely received, will be considered.

Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. The North American Industry Classification System

(NAICS) code is 238990; the small business size standard is $16.5 Million.

Award selection shall be made on a Lowest Priced Technically Acceptable determination made after consideration of price and factors other than price. All work shall be performed under a single, fixed price purchase order.

The RFQ will be available via electronic commerce only and may be accessed on or about

August 4, 2021 at SAM.gov. The prospective Offeror is responsible for periodically checking this website for any amendments that may be issued prior to the closing date of the RFQ.

SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in the System for Award Management (SAM) (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete online
